The Department of Health and Human Services Administration for Children and Families awarded the Pennsylvania Department of Human Services $18.927 million on October 1, 2025, under the Stephanie Tubbs Jones Child Welfare Services Program (CFDA 93.645), a formula grant.
The award funds the delivery and expansion of coordinated child and family services statewide. PA DHS administers the grant as the designated state agency, developing and implementing a five-year agency plan jointly with the HHS Secretary and in consultation with public and nonprofit agencies and community-based organizations. The plan coordinates child welfare services under title IV-B with services under other federal or federally-assisted programs serving the same populations. PA DHS frequently sub-awards to county agencies, community-based organizations, and nonprofit partners to enable statewide service delivery.
Performance runs through September 30, 2027, with all work performed in Pennsylvania. The program requires submission of a five-year plan or annual update by June 30 each year, with HHS approval or disapproval occurring within 60 days. Funds are awarded after plan approval, with the Division of Payment Management establishing a draw-down account for the recipient. Recipients must maintain all records in accordance with 45 CFR 75.361–365 and comply with HHS-adopted OMB Guidance codified in 45 CFR Part 75, as well as regulations at 45 CFR Parts 1355 and 1357 and Program Instructions ACYF-CB-PI-24-02 and ACYF-CB-PI-24-03.
