The Department of Justice Office of Justice Programs Bureau of Justice Assistance awarded the Connecticut Office of Policy & Management $129,403 under the Residential Substance Abuse Treatment for State Prisoners program on October 1, 2025.
The Office of Policy & Management will subaward funds to the Connecticut Department of Correction (CT DOC) to provide residential substance abuse treatment services to male and female offenders aged 18 and older diagnosed with substance use disorders or co-occurring disorders within state correctional facilities. The program targets individuals incarcerated in Connecticut jails and prisons, approximately 75 percent of males and 84 percent of females assessed as needing substance use treatment. Services include cognitive behavioral treatment, aftercare with case management, and reentry support delivered through CT DOC's Addiction Treatment Unit and parole and community services halfway house providers. The CT DOC Deputy Warden for Addiction Treatment serves as the RSAT Project Director.
Performance runs from October 1, 2025, through September 30, 2029, with work performed in Hartford, Connecticut. The program goal is to break the cycle of drug use and violence by reducing demand for use, overdoses, and trafficking while preparing incarcerated individuals for community reintegration.
