DESCRIPTION:THE PRIMARY PURPOSE/OBJECTIVE OF THIS PROGRAM IS TO CAPITALIZE SOUTH CAROLINA CLEAN WATER STATE REVOLVING FUND (CWSRF) PROGRAM FOR FUNDING EMERGING CONTAMINANTS PROJECTS CONSISTENT WITH THE INFRASTRUCTURE INVESTMENT AND JOBS ACT CLEAN WATER EMERGING CONTAMINANTS APPROPRIATION, SECTION 302 OF THE SAFE DRINKING WATER ACT AMENDMENTS OF 1996, 42 U.S.C. 300J-12, AND SUBSEQUENT PUB. L. 109-54, TITLE II, AUG 2, 2005, 119 STAT. 530 ALLOWS FOR THE TRANSFER OF THESE FUNDS TO THE DRINKING WATER STATE REVOLVING FUND (DWSRF) AT THE REQUEST OF THE STATE OF SOUTH CAROLINA. THE SOUTH CAROLINA DEPARTMENT OF ENVIRONMENTAL SERVICES (SCDES) HAS PROVIDED SUCH A REQUEST AND HAS PROVIDED THE NECESSARY DOCUMENTATION. THE CLEAN WATER (CW) FUNDS WILL BE AWARDED AS EPA IN-KIND AND AFTER GRANT ACCEPTANCE THE FUNDS WILL BE REPROGRAMMED AND AWARDED BACK TO THE STATE OF SOUTH CAROLINA IN THE DRINKING WATER (DW) EMERGING CONTAMINANTS GRANT. SCDES WILL LOAN THE FUNDS OUT IN STATE ENTIRELY AS ADDITIONAL SUBSIDY, CONSISTENT WITH THE LAW, TO PROTECT WATER QUALITY AND PUBLIC HEALTH IN THE STATE OF SOUTH CAROLINA AND TO VITALIZE THE ECONOMY THROUGH THE CREATION OF JOBS. THIS PROCESS SATISFIES THE STATUTORY REQUIREMENT THAT THE CWSRF AWARD BE MADE PRIOR TO THE FUNDS TRANSFER.ACTIVITIES:THE FULL ALLOTMENT WILL BE TRANSFERRED TO DWSRF EMERGING CONTAMINANT GRANT WITH SCDES. THE ACTIVITIES ARE TO PROVIDE LOW INTEREST FINANCING TO NUMEROUS SUBRECIPIENTS FOR COSTS ELIGIBLE UNDER SECTION 1452 OF THE SAFE DRINKING WATER ACT (SWDA) AND THE PRIMARY PURPOSE MUST BE TO ADDRESS EMERGING CONTAMINANTS.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE BENEFITS OF THIS GRANT WILL BE TO CAPITALIZE THE RECIPIENT'S DWSRF WITH PRIMARY PURPOSE TO ADDRESS EMERGING CONTAMINATES IN DRINKING WATER WITH A FOCUS ON PROJECTS ADDRESSING PFAS. THESE PUBLIC HEALTH BENEFITS WILL BE STATEWIDE.
