DESCRIPTION:THIS AGREEMENT IS TO FUND THE STATE OF WASHINGTON'S WATER QUALITY MANAGEMENT PLANNING PROGRAM TO IMPROVE IMPAIRED WATER AND PROTECT UNIMPAIRED WATERS ACROSS THE STATE BY CONDUCTING PLANNING THAT INFORMS AND SUPPORTS IMPLEMENTATION OF CLEAN WATER ACT PROGRAMS. IN ACCORDANCE WITH CLEAN WATER ACT SECTION 205(J)(3), THE RECIPIENT'S WAIVER REQUEST DATED JULY 1, 2025, WAS APPROVED BY EPA ON JULY 14, 2025. THIS AGREEMENT IS SUPPORTED BY FUNDING PROVIDED UNDER THE INFRASTRUCTURE INVESTMENT AND JOBS ACT (IIJA) (PL 117-58). ACTIVITIES:THE ACTIVITIES TO BE PERFORMED INCLUDE DEVELOPING THE MOST COST EFFECTIVE AND LOCALLY ACCEPTABLE SOLUTIONS TO WATER QUALITY PROBLEMS THROUGH THE PLANNING ACTIVITIES OUTLINED IN 205(J) AND 303(E) OF THE CLEAN WATER ACT. THE RECIPIENT WILL CONTINUE IMPLEMENTING THE COMMUNITY ENGAGEMENT PLAN THAT INFORMS THE PUBLIC IN THE LOWER YAKIMA VALLEY ON THE ACTIONS BEING IMPLEMENTED UNDER THE GROUNDWATER MANAGEMENT AREA PLAN TO ADDRESS NITRATE ISSUES. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE DELIVERABLES INCLUDE SUBMITTING SEMI-ANNUAL REPORTS AND USING GIS MAPPING TO IMPROVE TARGETED EFFORTS AND RESOURCE ALLOCATION. THE RECIPIENT WILL DRAFT ITS STRATEGIC AND BUSINESS PLANS, FOCUSING ON PERFORMANCE REPORTS, STAFFING PLANS, AND ANNUAL UPDATES ON THE WATER QUALITY PROGRAM STRATEGIC PLAN FOR TRANSPARENCY AND PROGRESS TRACKING. THE RECIPIENT WILL ALSO SUPPORT SUPPORT THE WATER QUALITY PARTNERSHIP AND AGRICULTURE ADVISORY COMMITTEE. EFFORTS TO IMPROVE WATER QUALITY IN THE LOWER YAKIMA INCLUDE DISTRIBUTING MULTILINGUAL MATERIALS, COLLABORATING WITH COMMUNITY ORGANIZATIONS, AND ORGANIZING INTERACTIVE EVENTS. ACTIVITIES ARE DOCUMENTED AND SHARED WITH THE EPA, PROMOTING PUBLIC, TRIBAL, AND COMMUNITY INVOLVEMENT. THE EXPECTED OUTCOMES AIM TO ENSURE SAFE DRINKING WATER, IMPROVE WATERSHED AND COASTAL WATER QUALITY, RESTORE ECOSYSTEMS, AND PROMOTE ENVIRONMENTALLY MOTIVATED PRACTICES. THE INTENDED BENEFICIARIES INCLUDE THE CITIZENS OF WASHINGTON STATE.
