The Environmental Protection Agency (EPA) Region 5 awarded a formula grant of $137,000 to the Minnesota Department of Health (MDH) effective July 1, 2025, through June 30, 2028, under the Water Infrastructure Improvements for the Nation Small and Underserved Communities Emerging Contaminants Grant Program (CFDA 66.442). This award funds water system improvements for the City of Rolling Green to address maximum contaminant level (MCL) violations for combined radium 226/228 in violation of Safe Drinking Water Act (SDWA) requirements. The grant provides support for engineering and administrative costs, construction of a small water treatment plant, associated transmission lines from wells, and wastewater disposal infrastructure necessary to achieve compliance with national drinking water regulations.
The deliverables under this award include an engineering report, plans and specifications for the treatment infrastructure, and a construction contract awarded to the lowest appropriate bidder. Upon completion, the City of Rolling Green's drinking water system will return to compliance with national drinking water standards and improve water safety and reliability for residents. As the subrecipient, the MDH Financial Management Division will oversee the engineering, planning, and construction phases of the project to remediate the radium contamination and ensure the community achieves sustainable compliance with federal drinking water requirements.
