The Land Clearance For Redevelopment Authority For The County of St. Louis received a $1.9 million Cooperative Agreement awarded October 1, 2025, by the U.S. Environmental Protection Agency (EPA) Region 7 under the Brownfields Multipurpose, Assessment, Revolving Loan Fund, and Cleanup Cooperative Agreements program (CFDA 66.818). Funded through the Infrastructure Investment and Jobs Act, this award supports the re-capitalization of a revolving loan fund (RLF) to finance brownfield remediation activities in St. Louis County, Missouri. The recipient will issue approximately three loans and subgrants to eligible entities for cleanup of brownfield sites and will competitively procure qualified environmental professionals to oversee environmental site remediation activities at funded properties.
In addition to providing direct financing mechanisms, the recipient will develop community involvement plans and administrative records for each remediated site, establish and maintain a community engagement program consisting of approximately three community meetings, and finalize analysis of cleanup alternatives for at least three brownfield sites. The recipient is required to report program income, interim progress, and final accomplishments through quarterly submissions to the EPA's Assessment, Cleanup and Redevelopment Exchange System (ACRES), with an anticipated total of 20 quarterly reports due through the March 30, 2030 completion date. These activities will benefit residents, business owners, and stakeholders throughout St. Louis County.
