The North Dakota Department of Health and Human Services (NDHHS) was awarded a $5 million, 4-year Cooperative Agreement from the Centers for Medicare and Medicaid Services (CMS) under the "Section 206 Consolidated Appropriations Act, 2024: State Planning Grants to Promote Continuity of Care for Medicaid & CHIP Beneficiaries" (CFDA 93.694) program. The purpose of this award is to develop operational capabilities for promoting continuity of healthcare coverage and services for Medicaid and Children's Health Insurance Program (CHIP) beneficiaries who are inmates of correctional facilities in North Dakota. Specifically, NDHHS will use the grant funds to enhance the IT systems of county and tribal jails across the state to enable bidirectional data exchange with the Medicaid program. NDHHS will also develop its integrated eligibility system to interface with the jail systems, by adding a development team through a subcontract with Deloitte. This will facilitate timely data exchange between correctional facilities and Medicaid, which is essential for ensuring continuity of care for justice-involved populations. The grant period began on March 1, 2025, and is scheduled to be completed by December 31, 2028.
