DESCRIPTION:THIS ACTION APPROVES AN AWARD IN THE AMOUNT OF $2,000,000 TO SUPPORT THE CITY OF WAYNESBORO TO IMPLEMENT ITS PROJECT TO UPSIZE 5,550 LINEAR FEET OF THE EXISTING 15-INCH MAIN TO 18-INCH SEWER LINE MAIN FROM 6TH STREET CEMETERY TO 4TH STREET AS DIRECTED IN THE 2023 CONSOLIDATED APPROPRIATIONS ACT. THE MAIN WILL BE REPLACED USING THE TRENCHLESS REHABILITATION METHOD CALLED 'PIPEBURSTING.' THIS WORK COULD LARGELY BE ACCOMPLISHED UNDERGROUND WITHOUT LARGE-SCALE EXCAVATIONS. SOME EXCAVATIONS WOULD BE REQUIRED AT THE MANHOLES AND AT SERVICE CONNECTIONS TO INDIVIDUAL HOUSES AND BUSINESSES. THE CURRENT SEWER LATERALS WILL BE REPLACED WITH 4,440 LINEAR FEET OF NEW PVC AND 40 SERVICES WILL BE RECONNECTED TO THE NEW 18-INCH MAIN. AFTER THE WORK IS COMPLETED, THE ROADWAY WILL BE REPAVED. ACTIVITIES:THE ACTIVITIES TO BE PERFORMED INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING: A) PROCUREMENT FOR ENGINEERING DESIGN AND CONSTRUCTION OVERSIGHT SERVICES; B) SURVEYING, GEOTECHNICAL TESTING, AND TRAFFIC STUDIES IF NEEDED; C) SEWER EASEMENT AND/OR RIGHT-OF-WAY INVESTIGATION, PROPERTY RESEARCH, APPRAISAL AND NEGOTIATIONS; D) EVALUATIONS, ANALYSIS, REPORTS, RECOMMENDATIONS, COST AND TIME ESTIMATES; E) DESIGN, PREPARATION OF CONTRACT AND/OR RECORD DOCUMENTS; F) ALL PHASES OF PERMITTING INCLUDING BUT NOT LIMITED TO THE STATE REVIEW ENVIRONMENTAL PROCESS (SERP); G) CONSTRUCTION ADMINISTRATION; H) PROFESSIONAL MANAGEMENT THROUGHOUT ALL PHASES OF THE PROJECT INCLUDING BUT NOT LIMITED TO, PERIODIC PROGRESS REPORTS/MEETINGS, PROPER PROCESSING OF INVOICES FOR SERVICES, TIMELY PROCESSING OF PROJECT CORRESPONDENCE, FIELD INSPECTIONS AND INVESTIGATION.SUBRECIPIENT:THE CITY OF WAYNESBORO HAS GRANTED A SUBAWARD TO THE CENTRAL SAVANNAH RIVER AREA REGIONAL COMMISSION (CSRA RC). ACTIVITIES INCLUDE PROGRAM MANAGEMENT, PROCUREMENT OF ENGINEER, SERP, LABOR STANDARDS, DAVIS BACON COMPLIANCE, COMPLIANCE WITH FEDERAL STATE AND GA LOCAL GOVERNMENT PUBLIC WORKS CONSTRUCTION REQUIREMENTS, QUARTERLY REPORTING REQUIREMENTS, FINANCIAL MANAGEMENT, CLOSE-OUT REQUIREMENTS, MONITORING LIAISON WITH EPA.OUTCOMES:THE ANTICIPATED DELIVERABLES ARE 1) SIGNED AND SEALED DESIGN DRAWINGS FOR INFRASTRUCTURE IMPROVEMENTS TO ADDRESS SEWER NEEDS; 2) COMPLETED SEWER INFRASTRUCTURE CONSTRUCTION TO ADDRESS BLOCKAGE AND BACKUPS AND FUTURE INDUSTRY NEEDS, WHICH ARE EXPECTED TO LEAD TO 1) NO MORE SEWER BACKUPS AND BLOCKAGES; 2) AN INCREASED CAPACITY FOR FUTURE SEWER NEEDS; 3) THE REPLACEMENT OF 15-INCH SEWER MAIN TO 18-INCH MAIN TO PROVIDE FOR FUTURE INDUSTRIAL GROWTH FOR THE CITY.
