The Child Care and Development Block Grant provides block grant funding to states, territories, and tribes to furnish child care subsidies—primarily through vouchers or certificates—to families with low incomes and to improve the quality of child care for all children. Recipients must designate a lead agency accountable for use of the discretionary funds and must develop a three-year Child Care and Development Fund plan that includes certifications regarding compliance with the Child Care and Development Block Grant Act, policies and procedures, intended use of block grant funds, payment rate certifications, and establishment of a sliding fee scale. Lead agencies must hold at least one public hearing no earlier than nine months before the plan becomes effective and after at least 20 days of statewide public notice, and must coordinate service provision with other federal, state, and local child care and early childhood development programs.
