This notice is intended strictly for market research. The requirement is to supply an approximate quantity of 990 Cadet Raincoats per year for a base year plus four one year options. The Cadet Raincoats are to be manufactured in accordance with the attached Military specifications. The purpose of this Sources Sought notice is to determine interest and capability of potential qualified firms relative to the North American Industry Classification Code (NAICS) 315990 (Apparel Accessories and Other Apparel Manufacturing) with a Size Standard of 500 Employees. The successful Contractor shall be currently registered in the System for Award Management (SAM) database. This is not a request for quotation or a solicitation for offers. Interested sources are requested to submit an email detailing their capabilities and experience for providing this supply. Sources must sufficiently demonstrate their capability to manufacture and supply these Cadet Raincoats with a non-negotiable delivery date of June 19, 2015. Please include your business size with your submittal. This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exists at this time. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The United States Military Academy intends to issue a Request for Proposal (RFP) for a Firm Fixed Price (FFP) contract for Cadet Raincoats at the United States Military Academy West Point, New York. The government anticipates a one year contract award. The requirement is for approximately 990 raincoats. The contractor shall have cut and sew experience in accordance with military specifications. The North American Industry Classification System (NAICS) code for this requirement is 315990. The Small Business Size Standard is 500 employees. This will be an unrestrictive for competition. It is anticipated that the solicitation will be available on or about March 12, 2015. The solicitation and associated information will be available from the Federal Business Opportunities (FedBizOpps.gov or fbo.gov). Interested offerors must be registered in the System for Award Management (SAM) database. This notice of intent is not a request for quotation or a solicitation of offers.
