Notice of Intent SOL# W81K0419Q0006 Subject: Instructions for Use (IFU) Online Database Subscription The U.S. Army Health Contracting Activity (USAHCA), Health Readiness Contracting Office (HRCO), Joint Base San Antonio (JBSA) - Fort Sam Houston, Texas intends to award a firm fixed price (FFP) contract on a sole source basis to Best Practice Professionals, Inc, DBA Onesource Document Management Services, 1475 Military Way, Salt Lake City, UT, 84103-4457. The requirement is for web-based access to an online document management system (DMS) to support the U.S. Army Medical Command (MEDCOM) medical and dental facilities and as the MEDCOM facilities transition to the Defense Health Agency (DHA). Medical device manufacturers develop IFUs to document directions for use and application of surgical instruments, including reprocessing instructions. Reprocessing IFUs specify cleaning instructions, implement specific reprocessing equipment, reprocessing times and parameters required to adequately clean, decontaminate, and sterilize surgical instruments, tools or equipment, in the sterile processing department (SPD) of hospitals. The subscription must provide access to these types of manufacturers' IFU documents for medical and dental surgical tools tough an online database. The contractor shall provide multiple, simultaneous access via the internet to an online subscription for a commercial enterprise-wide sterile processing DMS for medical and dental surgical tools for to the MEDCOM. Access to the contractors website shall be available to the Government users at the MEDCOM medical and dental treatment facilities 24 hours per day, 7 days per week and shall be accessible via the IP authentication and user IDs/passwords assigned to their site. The North American Industry Classification System (NAICS) code is 519130. The HRCO intends to award a contract no later than March 14, 2019 for the subscription to begin March 15, 2019. It is anticipated that the FFP contract will have a base period of performance of March 15, 2019 tough March 14, 2020 with two 1-year option periods. The HRCO intends to solicit and negotiate only with Best Practice Professionals, Inc, DBA Onesource Document Management Services, under the authority of Federal Acquisition Regulation 13.501-1(a)(2)(i). This notice of intent is not a request for competitive proposals. A solicitation will not be published. However, any quotes, proposals, or capability statements received by 12:00 PM CDT on Wednesday, March 12, 2019, will be considered by the contracting officer.
