Recertify and Refurbish Mast Clamps
Under the authority 10 U.S.C.2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to award a sole source contract to D.L. Martin Co. to recertify and refurbish the mast clamps assemblies per requirements and specifications of the most recent revisions of both NAVSEA drawings and NAVSEA manual. D.L. Martin Co. is the only known company that provided highly specialized services to refurbish mast safety clamps to new/like new state and provide required documentation for each clamp to meet PHNSY & IMF certification requirements. D.L. Martin Co. has been found to be the only vendor that has performed this particular repair and is able to meet PHNSY's requirement using the appropriate procedures. This is not a request for proposals. Any interested party that believes it can satisfy this requirement may submit a written capability statement. Telephonic responses are not allowed. To be evaluated for technical merit and capability, statements must be received by the stated deadline. In determining whether or not to compete this requirement, the Government has sole discretion.. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This combined synopsis/solicitation is issued as a sole source request for quote RFQ N32253-19-Q-0048 to D.L. Martin Co. is in accordance with 10 U.S.C. 2304(c)(1). However, companies that believe they are capable of meeting the requirement may submit a quote which will be considered by the Government.
