Added: Dec 09, 2015 2:53 pm This posting constitutes the Military Sealift Command's (MSC) notice of an intent to award, on a sole source basis, a contract to Warren Pumps, LLC., 82 Bridges Ave, Warren MA, 01083, for Colfax Fluid Handling (doing business as Warren Pumps, LLC and IMO Pumps) pump parts for the refurbishment and maintenance of the existing Colfax Fluid Handling pumps installed aboard T-AO Class Vessels. Pump parts include, but are not limited to, impellers, casing rings, shaft sleeves, major overhaul kits, minor overhaul kits, O-rings, seals, bearing housings, spacers, gasket covers, and mechanical seal with glands. Delivery will be required at various dates depending on ship. The statutory authority for other than full and open competition is Class Deviation - Federal Acquisition Regulation (FAR) Subpart 13.5, Permanent Authority for Use of Simplified Acquisition Procedures for Certain Commercial Items - Defense Acquisition Regulation Supplement (DARS) Tracking Number 2015-00004 - implementing Section 815 of the National Defense Authorization Act for FY 2015. The applicable NAICS Code is 333911 and the size standard of 500 employees. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement upon receipt of response to this notice is solely within the discretion of the Government. There will be no solicitation available. This is not a solicitation or Request for Quote/Proposal/Bid and no contract or purchase order will be awarded as a result of this notice. There is no solicitation, specifications, or drawings available at this time. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The Military Sealift Command has identified a requirement for pump parts for refurbishment and maintenance of the existing Colfax Fluid Handling pumps installed aboard T-AO Class vessels. Parts may include, but are not limited to impellers, casing rings, shaft sleeves, major overhaul kits, O-rings, seals, bearing housings, spacers, gasket covers, and mechanical seal with glands. MSC has identified Colfax Fluid Handling parts as compatible with the existing pumps and meeting the MSC identified requirements including maintaining the existing warranty on the units. Respondents shall provide a full description of their capability to meet the anticipated requirement including other possible solutions. Feedback on this requirement is encouraged. All Small businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified Section 8(a) Small Businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. The NAICS Code for this procurement is 333911. This is a market research tool used to determine market capability and solutions as well as the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of award. The Government is not obligated to and will not pay for any information received from potential sources as a result of the sources sought. It is requested that interested firms submit to MSC-Norfolk contracting office a brief capabilities package demonstrating ability to provide the requested items or alternative solutions. This document shall address, at a minimum the following: (1) Company Profile to include number of employees, office location(s), DUNS number, CAGE Code and a statement regarding small business designation and status; (2) The solution proposed, including product literature; (3) Lead time for delivery of the solution(s). (4) Any suggestions or comments about the NAICS code selection, contract type, or effort in general. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry.
