Naval Supply Center (NAVSUP) Fleet Logistics Center (FLC) Norfolk’s intent of this announcement is to identify qualified and experienced sources for a contract vehicle that will increase the operational readiness of Explosive Ordnance Disposal Group 2 (EODG2) Table of Allowances (TOA) equipment and shipping containers for units under EODG2 in support of Navy Expeditionary Combat Command Group 2 as defined in the attached draft Performance Work Statement. This announcement constitutes a sources sought for written information only. This is not a solicitation announcement for proposals and a contract will not be awarded from of this announcement. This announcement is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Anticipated NAICS Code for this requirement is 541614 – Material management consulting services and the Size Standard is $15 million. The Government intends to award a Firm Fixed Price (FFP) services contract competitively to a SBA’s 8(a) program participant. If it is determined to be in the best interest of the Government to utilize Seaport-E, then the applicable NAICS code and size standard will be 541330 – Engineering Services and $38.5 million. Respondents should provide their business size in both potential NAICS. Reponses to this Sources Sought request should reference “N0018917Q0059” and shall include the following information in this format: 1. Company name, address, point of contact name, phone number, fax number and email address. 2. Contractor and Government Entity (CAGE) Code. 3. Complete and submit the attachment, Personnel Qualifications Table. 4. If the services can be solicited from a GSA schedule, provide the GSA contract number. 5. If the services can be solicited from SeaPort, provide the contract number. 6. Size of business - 8(a) with further socioeconomic association. 7. A copy of SAM.GOV active registration. Must reflect Data Universal Numbering System, Commercial and Government Entity, and Reps/Certs. 8. Capability statement displaying the contractor’s ability to provide the services, to include past performance information. In particular, identify any experience in the Joint manning process in support of Overseas Contingency Operations. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Please also include in past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought. 9. Identify conditions or issues the U.S. Government should consider or may interfere with the intention of this project. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Added: May 05, 2017 10:23 am The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award an 8(a) contract with firm fixed pricing for Table of Allowances (TOA) and Container Maintenance services for Navy Expeditionary Combat Command (NECC) using the policies and procedures of Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items, FAR part 13, Simplified Acquisition Procedures and FAR Part 15 – Contracting By Negotiation. This requirement will be solicited as a competitive 8(a) requirement. The NAICS code applicable to this procurement is 541614. The size standard is $15 Million. Sources Sought Notice N0018917Q0059 was posted on 10 April 2017. The Small Business Specialist concurs with the resulting acquisition strategy. NECC requires TOA and Container Maintenance Services to provide logistic support services and operational readiness of NECC TOA equipment and shipping containers. The requirement is for one (1) 12-month base period, (4) 12-month option periods, and one 6-month option to extend services under FAR 52.217-8. The services will be used to enhance command readiness by assisting in the management, inventory, inspections, and certifications to TOA assets.
