Added: Aug 03, 2017 3:37 pm This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-17-220 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect tough Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1,000. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Siver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with BioTek Instruments, Inc., Highland Park, P.O. Box 998, Winooski, Vermont 05404-0998 for the purchase of non-human InVitro diagnostic instrumentation.The National Institute of Digestive, Diabetes & Kidney Diseases's (NIDDK) requires the Biotek Lionhart Automated Microscope System which can make measurements of sickling times on SS blood under strictly physiological conditions.The specs are as follows:--LionheartTM FX Automated Microscope. Optimized for live cell imaging with up to 100x magnification with brightfield, color brightfield, phase contrast and fluorescence channels. For use with 6- to 1536-well microplates, slides. Includes one standard stage insert, Gen5 Software and the imaging controller. Environmental control cover, objectives, filter/LED cubes, accessories and software upgrades sold separately.--The Imaging System Controller is a preconfigured system optimized for use with BioTek's imaging systems. The controller assembly includes the controller with multiple ports, including USB 3.0, 2.0, HDMI and LAN ports. It includes a 24 inch LED monitor, keyboard and mouse.--GEN5IPLUS Gen5TM Image+ software offers complete imaging control for Lionheart FX Automated Live Cell Imager and Cytation Cell Imaging Multi¬-Mode Readers. Gen5 Image+ includes image processing and analysis including z¬-projection, image stitching, hit¬picking and digital phase contrast. License for 2 installations.--Environmental Control Cover. temperature control to 40 °C, CO2/O2 control module support and 'darkroom' fluorescence--Humidity & gas control chamber with quick gas re-charge-- CO2 and O2 gas controller, white, for Lionheart FX, Synergy Neo2 and Cytation 5.--10x phase objective, Plan Fluorite WD 10 NA 0.3--20x phase objective, Plan Fluorite WD 6.7 NA 0.45--LASER AUTO FOCUS--SVC BASIC INSTL & TRAINING TIER 2--ADVANCED ASSAY OPTIMIZATION TIER 2-- FIELD WARRANTY UPGRADE/2-- NOT FOR HUMAN INVITRO DIAGNOSTICThere is only one drug that has been approved by the FDA for treatment of sickle cell disease. The drug is only partially successful, so there is an urgent need for additional drugs. The Eaton group of 8 PhD scientists and one post-bac are working full time to discover an additional drug using a drug screen on sickle trait cells, the benign heterozygous condition. Any drug that inhibits with the NIDDK's current assay for trait will have to be measured in the (SS) blood from sickle cell patients. In the light of the NIDDK's ongoing studies, consistency and continuity of research goals requires the utilization of BIOTEK, INC for the requisite products.The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements.The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
