Mentor Graphics Software License & Upgrade
Added: Aug 10, 2016 11:02 am This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 511210 with a small business size standard of $38.5M average annual receipts.AFRL requires the purchase of one (1) software upgrade for ModelSim SE license to Questa VHDL, one (1) Questa VHDL upgrade to Questa Mixed Language and one (1) Trilogic FLEXTerm Electronic Design Automation (EDA) card which supports Integrated Circuit (IC) design. Tools include: Layout Verses Schematic (LVS), Design Rule checking (DRC), Parasitic Extraction (PEx), as well as a view for the results of these tools.The Government intends to negotiate a sole source contract for the purchase of the required items with:Trilogic, Inc.2 Highwood Drive Suite 202Tewksbury, MA 01876The Government has determined that no other source can meet this requirement. Mentor Graphics is the software developer and the owner of the source code for these commercial products. Trilogic's FLEXTerm EDA card will provide the end-user the ability to access any of these licenses. Trilogic, Inc., as the only authorized distributor/reseller of Mentor Graphics software products for this geographic area, is the only company able to provide the required items to AFRL. Trilogic, Inc., is also the only distributor for their FLEXTerm EDA card. In order to use another solution, the Government would experience a substantial duplication of cost not expected to be recovered tough competition. The required software license/upgrade is not directly available tough a pre-existing Government-wide contract.This is a notice of proposed contract action and NOT a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2016.A Sole Source Justification will be attached to the subsequent Notice of Award.
