BOX, STORAGE- F117 ENGINE FAN BLADES
Solicitation: FA8526-19-Q-0007 This requirement is for a firm-fixed price contract with tee (1) year options for BOX,STORAGE F117 ENGINE FAN BLADES; NSN: 8145-01-326-2577BA; P/N 17G233094-1. The basic is for quantity of one (1) each (includes first article), test plan (1 lo), and test report (1 lo). The tee (1) year options are based on quantity range of 1-2 each. A pneumatic vacuum cleaner, P/N 747-04 (SERO 460014) is used to depuddle a fuel tank prior to performing maintenance on the tank. Depuddling is the removal of residual puddles of fuel which remain after defueling and purging. The c-17 aircraft is powered by Pratt and Whitney fll7-pw-100 high-bypass turbofan engines. Periodically, it will be necessary to remove/replace the fan exit fairing assembly while the engine is on-wing. To gain access to the fan exit fairing, it will be necessary to remove 18 pairs of the 1st stage fan blades. The maintenance platform, P/N 22594 (serd 010037) will be used to gain access to the fan blades. Removal/ replacement of the fan blades and fan exit fairing assembly from the engine will be accomplished using standard hand tools. A means is required at organizational, intermediate, and depot levels of maintenance to store 18 pairs of fan blades after removal from the engine to prevent damage. The projected width and height of each blade concave airfoil is approximately 6.7 and 8 inches, respectively. The length of the each blade is approximately 27 inches long and weighs about 10 lbs. The means shall allow storage of the fan blade in the vertical position with the tip pointing upward. The means shall also provide separation of each blade. The means shall fit on the maintenance platform, P/N 22594, while two persons are on the platform. The platform includes an approximately 8 ft wide x 15 ft long deck. The means shall include lifting rings for hoisting the means including the 18 pairs of blades, and forklift pockets. Hoisting will be accomplished by using a universal multiple leg sling, P/N 17gll0012-1 (serd 110027) in conjunction with a portable floor crane; or a forklift. This requirement will be a set-aside for small business. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFQ. All responsible small business sources may submit a proposal to be considered by the contracting agency. The government will utilize the past performance information retrieval system (PPIRS), excluded parties list system (EPLS), and other government databases to determine contractor status before evaluating proposals. Proposal will be evaluated based on criteria stated in the RFQ. We anticipated release of the RFQ on or around 10 December 2018 with an estimated response date of 09 January 2019.
