The 355th Contracting Squadron, Davis-Monthan AFB, hereby submits an intent to sole source notice. The Government intends to award a firm-fixed-priced contract to System Technology Corporation INC for one PARASIM Virtual Reality Parachute Simulator System and required training. This procurement action is being conducted in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Requirement. This document does not constitute a request for quotations, proposals, or bids. 2. Firms who desire to challenge this sole source action must submit an interest letter (email is acceptable) that demonstrates technical expertise, certifications, and authorization to compete for this acquisition. The letter must describe clear and convincing evidence that competition would be advantageous to the Government, and will not be cost or time prohibitive. 3. COMBINED SYNOPSIS/SOLICIATION 'COMBO': PARASIM Parachute Simulator System Brand Name or Equal **This is a time sensitive acquisition and therefore all due dates/times have been considered and are firm to ensure timely award prior to the end of the fiscal year.** Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ii. Solicitation FA4877-19-Q-U035 is issued as a Request for Quotation (RFQ). iii. The solicitation document and incorporated provisions and clauses are those in effect tough Federal Acquisition Circular 2019-05 effective 13 Aug 2019. The DFARS provisions and clauses are those in effect to DPN 20190820 effective 20 Aug 2019. The AFFARS provisions and clauses are those in effect to AFAC 2018-0525 effective 25 May 2018. The procurement is being issued as a 100% small business set-aside. The Associated North American Industrial Classification Standard (NAICS) code for this request is 611420 and size standard is $12,000,000.00. iv. Davis Monthan Air Force Base intends to award a firm-fixed price contract for the following: [0001 - Qty. 1: BD] - PARASIM Parachute Simulator System or Equal One bundle includes PARASIM 6 system upgrade, module, high resolution head tracker, display, harness, universal riser system, controller box, installment, travel cost and freight cost. Please reference "Salient Characteristics" for specification. v. The performance site is Davis-Monthan AFB. vi. The government will place an order with the offeror whose quote meets lowest price and technical acceptability. Technical acceptability is defined and referred to within this solicitation document as the offeror's capability statement to meet the defined salient characteristics of the product or service. vii.
