Added: Feb 16, 2011 1:40 pm In accordance with FAR Part 13, Simplified Procedures, and FAR Part 12, Commercial Items, the U. S. Environmental Protection Agency, National Vehicle and Fuel Emissions Laboratory 2565 Plymouth Road, Ann Arbor, Michigan 48105, requires a commercially available PHEV Prismatic Lithium-Ion Liquid Cooled Battery Pack with Integrated Contactor and Battery Management System Compatible with AVL LYNX. This battery pack shall be a commercial item, from an offeror that has manufactured the same item previously. It shall not be a prototype or one-of-a-kind unit. EPA is currently building battery pack testing facilities for compliance and development testing of vehicle battery packs for use in light duty and heavy duty vehicles. The battery pack must conform to a standard communication protocol specification, AVL Lynx Library, in order to assure compatible operations using existing EPA facilities. As with compliance test vehicles, the battery pack will be rotated to verify calibration of multiple compliance testing facilities. The battery pack shall meet the following specifications: Wattage = 22.8kW; Voltage = 381V Nominal; Capacity 60 A-Hr; CAN Communication; Liquid cooled ? Plain water compatible; Integrated Contactors; Integrated Battery Management System; All mating connectors and cables included; Compatibility confirmed with AVL LYNX battery testing system; Communication libraries available in AVL LYNX battery testing system; Sealed Enclosure. This procurement will be conducted under Full and Open Competition utilizing NAICS code 335912 with a size standard of 1000 Employees. Award will be made using Lowest Priced/Technically Acceptable evaluation criteria. Any responsible source believing itself capable of providing the required PHEV Prismatic Lithium-Ion Liquid Cooled Battery Pack with Integrated Contactor and Battery Management System Compatible with AVL LYNX may submit a proposal which shall be considered by the Agency. The solicitation will be posted at the FedBizOpps website approximately 15 days after electronic posting of this synopsis.
