Added: Jan 03, 2017 1:10 pm The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with High Precision Devices, located in Boulder, CO on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for one (1) K2 Cryogenic Platform.The unique technical specification of this platform is precooled by a helium-3-sorption unit and has a pulse-tube mechanical cryocooler.The NAICS Code is 334513- Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a Size Standard of 750 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to High Precision Devices for this requirement.Interested parties that can demonstrate that they could satisfy the requirements listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by April 13, 2017. Added: Dec 19, 2016 3:02 pm National Institute of Standards and Technology (NIST)Acquisition Management DivisionSources Sought for Commercial Item PurchaseThe National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing K2 Cryogenic Platform. The cryogenic refrigerator shall be precooled by a helium-3-sorption unit and a pulse-tube mechanical cryocooler.This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify organizations with the requisite qualifications to meet the requirements of the item stated herein. After results of this market research are obtained and analyzed and compared with NIST's minimum (see Technical Specifications above), NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 334513. The specific purpose of this Sources Sought Announcement is to determine if there are small businesses, within the parameters identified above, that are capable of providing the product identified.Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies or mailed copies of their capability statement. Please limit responses to four (4) pages or less. Responses should include the following information:1. Name of company that will provide product.2. Name of company that will manufacture the product.3. Spec sheets and examples of products that meet the specifications.4. Typical lead time to deliver the product after receipt of order. 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than 10 a.m. MST Monday, January 2, 2017.
