Added: Apr 27, 2018 11:28 am NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACTThe US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Ship Okeanos Explorer requires a 7A 1A-1020-00 38 kHz Phased Array Transducer for Ocean Surveyor Teledyne RDI ADCP System. The currently installed Teledyne RDI 38 kHz transducer has failed; is a mission critical piece of equipment and the new equipment will be a direct replacement from the existing one. The product will be ship to 2578 Davisville Rd, North Kingstonwn, RI. 02852. The product will be provided by Teledyne RD Instruments located at 14020 Stowe Drive, Poway, CA 92064.Teledyne RD Instruments is the Original Equipment Manufacturer (OEM) for 7A 1A-1020-00 38 kHz Phased Array Transducer for Ocean Surveyor. Teledyne RD Instruments authorizes Oceanographic & Geophysical Instruments (OGI) to sell their products on the Northeast of the USA. OGI is located at 1 Magnusson Ct., Sandwich, MA. 02537. Therefore the government intends to negotiate directly with either Teledyne RD Instruments or OGI in order to avoid unnecessary mark ups, delay, warranty, and delivery issues.The requirements are as follows:Provide and deliver to NOAA Ship Okeanos Explorer the following:Provide quantity one (1); Teledyne/RDI 71A-1020-00 Transducer for Ocean Surveyor 38kHz phased array Transducer. The Government intends to acquire this part under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with either Teledyne RDI and/or OGI under the authority of FAR 13.106-1(b)(1)(i).The North American Industry Classification Code (NAICS) for this acquisition is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a business size standard of 750 employees.This is not a solicitation for competitive quotes. However, if any interested party that is an authorized Teledyne RDI provider and can provide the above requirement, at no additional mark ups, without compromising manufacturing, delivery and warranty may submit a statement of capabilities, which if in timely received, will be considered by NOAA.A statement of capabilities must be received by 5:00 PM EST on May 08, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required item. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the requirements.
