It shall not be used as a proposal.The Eastern Region Acquisition Division (ERAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA, on behalf of the NOAA's National Data Buoy Center (NDBC), is conducting market research in an effort to identify all potential industry sources with the capabilities to provide 15 each weather buoy equipment wells; 7 each weather buoy racks and 7 each weather buoy bridles as described in the attached drawings. The NAICs code for this acquisition is 332999 - All Other Miscellaneous Fabricated Metal Product Manufacturing and the size standard is 750 employees. NOAA contemplates award of firm fixed-price contract and the anticipated delivery time to build a total of fifteen (15) each weather buoy equipment wells; seven (7) each weather buoy racks and seven (7) each weather buoy bridles is 60 calendar days FOB Destination - Stennis Space Center Mississippi 39529 after receipt of order.The interested Contractor response should include the following in their response:1. Potential respondents shall provide written capability statements confirming they can provide 15 each weather buoy equipment wells; 7 each weather buoy racks and 7 each weather buoy bridles in accordance with the design drawings and deliver to Stennis Space Center MS 39529 within 60 calendar days after receipt of order;2. A positive statement of your intent to submit an offer as a prime contractor if a solicitation is issued as a result of this Sources Sought Notice; 3. A statement regarding current size of the company under the NAICs code, 332999 - All Other Miscellaneous Fabricated Metal Product Manufacturing and the size standard is 750 employees. The applicable NAICS code of 332999 must be included in the vendor's NAICS listing within the System for Award Management (SAM) for NOAA to verify your size status;All responses and response contents to this RFI/Sources Sought Notice will be considered information only and will not be binding on the parties. Added: Apr 08, 2015 10:12 am The Department of Commerce, NOAA, National Data Buoy Center (NDBC), has a requirement to purchase the following Weather/Hurricane buoy racks, equipment wells and bridles in support of the NDBC's Weather/Hurricane buoy network:(1) Fifteen (15) each weather buoy equipment wells;(2) Fifteen (15) each weather buoy bridles and(3) Seven (7) weather buoy equipment racks.The required delivery time for all of the items identified above is 60 calendar days after receipt of order.The Government anticipates awarding an all or none firm fixed price contract to the responsible offeror who submits an offer conforming to the solicitation and is most advantageous to the Government, price and other factors considered. The Government intends to award a Lowest Price Technically Acceptable (LPTA), firm fixed-price contract on an all or none basis.The solicitation will be competed as a 100% Total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside.
