The resulting contract will utilize funds provided by the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) of 2009; interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful bidder. This notice meets the requirements of FAR 5.201; however, the Forest Service reserves the right not to release a solicitation. The Forest Service is in need of pre-commercial tree thinning activities to reduce tree density and, by the deliberate selection of leave trees, improve the overall health and condition of a stand based on the prescribed objectives. Tree selection and cutting of undesirable or excess trees will provide space for the leave trees to grow and develop, thereby reducing the incidence of insect and disease that affect growth, and undesirable tree qualities. The solicitation is for tree thinning activities on the Kootenai National Forest, Cabinet Ranger District. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government-furnished), and incidentals to perform all work necessary on the areas specified. All aspects of the work program shall be performed in an organized, systematic manner to assure services will be performed over the entire unit. The period of performance will be from award, approximately July 1, 2010 to September 30, 2011, intermittently, as weather permits.
