Compact Submm-Wave and Long-Wave Infrared Polarimeters (SWIRP) instrument subsystems design and manufacturing
Added: Oct 18, 2017 3:21 pm The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) awarded a Cost Plus Fixed Fee (CPFF) contract for the acquisition of design and manufacturing services of tee subsystems of the Compact Submm-Wave and Long-Wave Infrared Polarimeters (SWIRP) instrument. The development of this instrument is part of the Compact Submm-Wave and LWIR Polarimeters for Cirrus Ice Properties project, which goal is to enable accurate measurements of cloud ice and its microphysical properties in an effort to improve climate models. This award was made based on a selection of a proposal titled, "SWIRP: Compact Submm-Wave and LWIR Polarimeters for Cirrus Ice Properties" (16-IIP16-0033), submitted to the Science Mission Directorate's Earth Science Division, in response to NASA Research Announcement (NRA) NNH16ZDA001N: Research Opportunities in Space and Earth Science (ROSES-2016), Program Element A.42: Instrument Incubator Program (IIP) issued on February 19, 2016. NASA received a total of 80 proposals in response to this NRA and selected 17. A peer review panel evaluated all received proposals in terms of their intrinsic merit, relevance, and responsiveness to Earth Science goals and objectives, as well as realism of cost.Nortop Grumman Aerospace Systems (NGAS) was awarded the CPFF contract in the amount of $1,630,323. The contract has a period of performance from October 1, 2017 tough March 31, 2019. NNH16ZDA001N National Aeronautics and Space Administration Goddard Space Center
Award Notice 2/2 10/18/17, 3:21 PM RESEARCH OPPORTUNITIES IN SPACE AND EARTH SCIENCES {ROSES} 2016
Added: Jan 14, 2016 11:44 am NASA's Science Mission Directorate (SMD) announces the release of its annual omnibus solicitation, Research Opportunities in Space and Earth Science (ROSES) 2016 at http://solicitation.nasaprs.com/ROSES201 6 on or about February 16, 2016. Notices of Intent to propose and Step-1 Proposals are Due: March 11, 2016, tough January 2017. Full (Step-2) Proposals are Due: April 22, 2016, tough April 2017. Upon release of ROSES-2016 on or about February 16, 2016, Table 2 of individual programs in order of due date will be posted at: http://solicitation.nasaprs.com/RO SES2016table2 Upon release of ROSES-2016 on or about February 16, 2016, Table 3 of individual programs organized by subject area will be posted at: http://solicitation.nasaprs.com/RO SES2016table3 ROSES-2016 NASA Research Announcement (NRA) (NNH16ZDA001N) solicits basic and applied research in support of NASAs Science Mission Directorate (SMD). The NRA covers all aspects of basic and applied supporting research and technology in space and Earth sciences, including, but not limited to: theory, modeling, and analysis of SMD science data; aircraft, scientific balloon, sounding rocket, International Space Station, CubeSat and suborbital reusable launch vehicle investigations; development of experiment techniques suitable for future SMD space missions; development of concepts for future SMD space missions; development of advanced technologies relevant to SMD missions; development of techniques for and the laboratory analysis of both extraterrestrial samples returned by spacecraft, as well as terrestrial samples that support or otherwise help verify observations from SMD Earth system science missions; determination of atomic and composition parameters needed to analyze space data, as well as returned samples from the Earth or space; Earth surface observations and field campaigns that support SMD science missions; development of integrated Earth system models; development of systems for applying Earth science research data to societal needs; and development of applied information systems applicable to SMD objectives and data. Awards range from under $100K per year for focused, limited efforts (e.g., data analysis) to more than $1M per year for extensive activities (e.g., development of science experiment hardware). The funds available for awards in each program element offered in ROSES-2016 range from less than one to several million dollars, which allows for selection from a few to as many as several dozen proposals, depending upon the program objectives and the submission of proposals of merit. Awards will be made as grants, cooperative agreements, contracts, and inter- or intraagency transfers, depending on the nature of the proposing organization and/or program requirements. The typical period of performance for an award is four years, although a few programs may specify shorter or longer (maximum of five years) periods. Organizations of every type, domestic and foreign, Government and private, for profit and not-for-profit, may submit proposals without restriction on the number or teaming arrangements. Note that it is NASA policy that all investigations involving non-U.S. organizations will be conducted on the basis of no exchange of funds. Electronic submission of proposals is required by the respective due dates for each program element and must be submitted by an authorized official of the proposing organization. Electronic proposals may be submitted via the NASA proposal data system NSPIRES or via Grants.gov. Every organization that intends to submit a proposal in response to ROSES-2016 must be registered with NSPIRES; organizations that intend to submit proposals via Grants.gov must be registered with Grants.gov, in addition to being registered with NSPIRES. Such registration must identify the authorized organizational representative(s) (AOR) who will submit the electronic proposal. All Principal Investigators (PIs) and other participants (e.g., Co-Investigators Co-Is) must be registered in NSPIRES regardless of the submission system. Potential proposers and proposing organizations are urged to access the system(s) well in advance of the proposal due date(s) of interest to familiarize themselves with its structure and to enter the requested information. Details of the solicited programs will be in the Appendices of ROSES-2016. Names, due dates, and links for the individual calls will appear in Tables 2 and 3 of this ROSES-2016 NRA. Interested proposers should monitor http://nspires.nasaprs.com/ or subscribe to the electronic notification system there for additional new programs or amendments to ROSES-2016 tough February 2017, at which time release of a subsequent ROSES NRA is planned. A web archive (and RSS feed) for amendments, clarifications, and corrections to ROSES-2016 will be available at: http://sc ience.nasa.gov/researchers/sara/grant-solicitations/roses-2016/ Frequently asked questions about ROSES-2016 will be posted at http://science.nasa.gov/researchers /sara/faqs/ . Further information about specific program elements may be obtained, after the release of ROSES-2016, from the individual Program Officers listed in the Summary of Key Information for each program element in the Appendices of ROSES-2016 and at http://science.nas a.gov/researchers/sara/program-officers-list/ . Questions concerning general ROSES-2016 policies and procedures may be directed to Max Bernstein, Lead for Research, Science Mission Directorate, at sara@nasa.gov .
