Notice of Intent to Sole Source: Crime Reports
The Executive Office for United States Attorneys (EOUSA), intends to solicit and award a Purchase Order to CAP Index, Inc., 150 John Robert Thomas Drive, Exton, PA 19341, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The EOUSA anticipates award of a Purchase Order, on a sole source basis to Cap Index, Inc. to furnish all labor, website interface accounts and services for the generation of crime reports and provide EOUSA Teat Management with crime risk intelligence and data-driven decision-making tools. Cap Index, Inc. shall furnish the crime reports to evaluate the risks at specific United States Attorney's Office (USAO) addresses. The crime report will include: Risk intelligence information; Detailed, color-coded map(s) that depict crime risks surrounding our USAOs locations; Risk data for each of the major crimes against persons and property; Crime risk scores (past, current, future), to include determining that the risk is categorized as "low risk, moderate risk, elevated risk, high risk, severe risk"; Data at the local, State, Regional and National levels; Within 4-blocks of the address of the USAO, 1-mile, 3-mile, and/or 6-mile methodology tailored to criminal activities that include street gangs, outlaw motorcycle gangs, prison gangs, to include Racketeer Influenced and Corrupt Organizations, Organized Crime Drug enterprises, and all other criminal enterprises; Access to Customer Accounts; and Custom EOUSA/USAO Web Interface. The contactor's personnel will fall into the Public Trust background investigation arena. These personnel will be required to undergo a High Risk (Tier 4) background investigation prior to having access to EOUSA space. High-risk positions are those positions that have the potential for exceptionally serious impact involving duties especially critical to the Department of Justice. The anticipated period of performance is one(1) twelve month base year and four(4)-one(1) year options. This notice is not a request for competitive quotations. A Request for Quote will not be available for this requirement. The intent of this solicitation is for informational purposes only. However, any information received within five days after the date of publication of this notice will be considered by the Government. Information in response to this notice may be sent to Terri Long-Miller, Contracting Officer, at terri.long-miller@usdoj.gov. A determination by the Government not to compete this action is solely within the discretion of the Government. Telephonic questions or requests are strongly discouraged. .
