Malvern Particle Size Analyzer - Notice of Intent
This is a notice of intent that the National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with Samyak Solutions under the authority of 41 US 3304(a)(1) for a Malvern Panalytical Particle Size Analyzer. Samyak Solutions is the only reseller for Malvern Panalytical. Background Information and Basis for Sole Source The Engineering Laboratory of the NIST uses particle size analyzers on a number of Standard Reference Materials for verification and development. The laser diffraction method is the best on repeatability and precision. SRM's: cement 114q &46h, quartz 1878b and 1879b, 1979 Zinc Oxide, 2492 Bingham paste for rheology, 1021 glass beads, 640e silicon powder, 1889b cement with limestone, 2689,2690,2691 different coal fly ashes, 2686,2687,2688 cement clinkers. All the development of metal powders uses Additive Manufacturing. Almost all materials NIST receives (cement, fly ash, silica fume, limestone, gypsum, etc.) are tested on the particle size analyzer. The results are stored and developed into databases by the Government. The Government requires an upgrade to the current Particle Size Analyzer to continue its research and development. The Mastersizer 3000 made by Malvern Panalytical is needed for the continuation of what has been accomplished as stated above. All the above work was done on the Mastersizer 2000. The data from the Mastersizer 2000 is exported into software that has been developed by the Government. The analysis programs have been used by the researchers, developers and the Government. These results have gone into numerous papers and journals. It is also used by labs across the nation for verification of their equipment and processes. The purchase of a different manufacturer's particle size analyzer will result in a major delay and detriment to all the work that has been accomplished by the Government. A new software package will have to be developed to analyze the results. There will have to be re-verifications of all the SRM's that have been developed by the Government. This will cause an incalculable cost which will end up being greater than the cost of a new analyzer. There will be a significant delay in purchasing a new analyzer as each manufacturer will have to be sent a number of samples to be analyzed and compared and sent back to the Government. This notice of intent is not a request for competitive quotations; however, responses received by 11:00 a.m. Eastern Time on May 22, 2019 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
