Solicitation Number: 12305B21Q0001 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and is being conducted according to FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) North East Area (NEA) issues this Request for Quotes (RFQ) and incorporates provisions and clauses that are in effect tough FAC 2021-01. The North American Industry Classification System (NAICS) code is 311119; small business size standard is 500 Employees. DELIVERY TO: USDA-ARS-BARC, Beltsville MD IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on USDA solicitations must be registered in the System for Award Management (SAM) database. Failure to register in the SAM database will make an Offeror ineligible for award. The SAM website can be accessed at www.sam.gov/portal/SAM The Government intends to post all notices/amendments related to this solicitation on government point of entry (GPE) Contract Opportunities at https://beta.sam.gov/. Any additional amendments and/or documents related to this procurement will be available electronically only. Potential Quoters will be responsible for downloading their own copy of those documents related to this procurement, if any. Offerors are encouraged to check the FBO web site frequently in order to be notified of any changes to this solicitation. Interested vendors should reference the solicitation documents for all terms and conditions, evaluation factors and submission requirements. The Government intends to award a Firm fixed-price contract. In order to be considered for award OFFERORS SHALL SUBMIT THE FOLLOWING: Submit documentation showing technical capability to meet or exceed Performance Elements and Benchmarks in the SOW. Submit Firm Fixed Price quotation (Quote on company letterhead) detailing the item description, total price and valid for at least 60 days after receipt of quote. Item delivered FOB Destination inclusive of all costs. Submit DUNS# with quotation. Submit two separate Past Performance References with contact information for recent contracts of similar scope to this requirement. A completed copy of the provisions FAR 52-212.3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS. REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered. The products should first be acquired from the USDA designated product categories. All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable, include the exclusive use of biobased and recycled products. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This Sources Sought is issued for information and planning purposes only as part of USDA ARS market research and does not itself constitute an RFQ. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) is searching for firms who can provide commercially-available, large animal feed to support the BARC Livestock Populations. This Sources Sought is only for the purpose of identifying potential sources as part of USDA ARS market research. The Government does not intend to make an award based on responses to this inquiry. This notice does not constitute a commitment by the Government. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is considered a small business under NAICS code 311119 with a size standard in number of employees of 500 may submit a response to this notice. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources; Small Businesses; HUBZone small business; service-disabled, veteran-owned small business; 8(a) small business; veteran-owned small business; woman-owned small business; or small disadvantaged businesses; Background BARC maintains research animal holding facilities at the ARS Beltsville Maryland. All animal feed shall meet the required standards to maintain research animals per protocol. BARC seeks a contractor to supply laboratory animal diets for the purpose of maintaining the health and well-being of research animals. Continuity of supply is critical. Specifications of the types of feed are included in the following Attachment - FEE Contract Specifications. In addition, see the attached Statement of Work, SOW. Capability Statement All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Small business concerns that believe they possess the capabilities necessary to undertake this work should submit complete documentation of their capabilities to the Contracting Officer. Capability statements shall include the name and telephone of a point of contact having authority and knowledge to discuss their response. The capability statement should include 1) Acknowledgement that they are able to provide all of the feed items, QTY and Types. Must specifically address each feed requirement separately 2) Interested small business organizations should identify their size standards in accordance with the Small Business Administration. 3) At least tee previous requirements that are similar to the animal feed requirement in which the organization and proposed personnel have participated, inlcude a discussion of the Contract type, delivery method, duration etc. 4) to include bi-weekly delivery to BARC Building 182 Powdermill Road, Beltsville, MD 5) any other information considered relevant to this program. 6) The government requests that no proprietary, classified, confidential, or sensitive information should be included in the response.
