Added: Nov 25, 2008 3:55 pm The US Army Sustainment Command, Rock Island Arsenal, Rock Island, IL has a requirement for the production of various Mortar and Artillery components in accordance with Government Technical Data Packages (TDPs). Go to the Government Agency URL (http://www.aschq.army.mil/ac/aais/ioc/ArtilleryandMortar/Artillery.aspx) for a list of the artillery and mortar components, with associated drawing numbers, distribution levels and estimated quantities being solicited under this announcement for Request for Proposal (RFP) W52P1J-08-R-0088. Additional artillery and mortar components are being solicited by the US Army Contracting Command, Joint Munitions & Lethality (JM&L) Contracting Center, Picatinny, New Jersey, under a separate announcement, RFP W15QKN-09-R-0364. Those additional components, and the POC at ASC, are identified separately at the Government Agency URL. Both solicitations are total small business set-asides.The Government anticipates utilizing best value procedures to award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with a base contract ordering period of 5 years and an optional ordering period for an additional 5 years (FY09-FY18). As the need for individual ammunition components arises, Firm Fixed Price (FFP) delivery orders will be competed among the small businesses holding IDIQ contracts for the respective component in accordance with FAR 16.505(b)(1), Fair Opportunity. The associated North American Industry Classification System Codes (NAICS) for the categories of mortar and artillery components are as follows: Lifting Plugs, NAICS 332993; Parachutes, NAICS 314999/339999; Containers, NAICS 332439; Fin Assemblies, NAICS 332993; Delay Element, NAICS 332993.To obtain a copy of TDP with Distribution Level A, please contact the person identified in the attached list of components. All interested parties requesting a TDP with Distribution Level C or D will be required to submit a certified DD2345 in accordance with DoD Directive 5230.25, and a Non-Disclosure Agreement, as shown in the Government Agency URL. Otherwise, the mailing address is:U.S./CANADA JOINT CERTIFICATION OFFICEDEFENSE LOGISTICS INFORMATION SERVICEFEDERAL CENTER, 74 WASHINGTON AVE., NORTH BATTLE CREEK, MI USA 49037-3084To obtain a copy of TDP with Distribution F (Containers), submission of a DD2345 and a Non-Disclosure Agreement is required; in addition, the following criteria shall be met:* Whether vendor is currently producing MACS Containers (show proof of active contracts listing contract number, quantity, period of performance, Govt POC). * Whether vendor has previously produced MACS Containers within last 10 years (show proof of prior contracts within last 10 years listing contract number, quantity, period of performance, Govt POC). * Whether vendor has capability to produce metal square-rim cylindrical ammunition containers for US Government (show proof of active and/or prior contracts within last 10 years listing contract number, quantity, period of performance, Govt POC). * If the vendor cannot satisfy any of the above criteria, US Government site visits will be required in order to assess the capability to satisfy requirements. A draft RFP W52P1J-08-R-0088 will be available in early December as an attachment to this announcement. This draft RFP will be issued electronically in accordance with FAR 4.5, therefore, hardcopies will not be provided. An electronic copy may be downloaded on or after the issue date by accessing the following internet address: http://www.aschq.army.mil/ac/aais/ioc/ArtilleryandMortar/Artillery.aspx. Interested small businesses are advised to periodically access the above addresses in order to obtain any amendments which may be issued. It is our intent to hold an Industry Day at the US Army Sustainment Command, Rock Island Arsenal, Rock Island, IL approximately two-tee weeks after release of the draft RFP. Please do not submit any requests to attend Industry Day tough this pre-solicitation notice. A special notice on Industry Day will be announced at a later date.
