Added: Jul 29, 2010 8:50 am On behalf of the Inter-American Foundation (IAF), an independent agency of the United States Government, the Bureau of the Public Debt (BPD) is seeking a consultant in Haiti to provide grant data-verification services. The IAF approves approximately six grants per year per country. Grants are awarded for a one, two, or tee-year period and include the following mandatory visits: a Data Verifier orientation visit, a verification visit every six months, and a final visit after the project has closed. Most grants are for a tee-year period; therefore, over the life of a tee-year grant the Contractor shall visit the grantee approximately seven times. It is estimated that each visit to a grantee takes approximately 4 to 6 days, including preparing for the visit (contacting grantee, reading grant documentation, copying reports), travel time, interviews with the grantee and its beneficiaries, and drafting visit reports. This requirement includes the following tasks: contractor shall train grantees in the use of the IAF data collection instrument; train grantees on data collection strategies; assist grantees in the selection of indicators that present problems in collecting the required data; document and verify grant results with grantees, beneficiaries, and grantees' partners; draft reports documenting data verification visit findings; and write project history reports for terminating grants. In addition, when requested by the IAF, contractor shall accompany the IAF staff and Contractors on field trips; provide grant results verification services in other countries; and participate in training and/or conferences. The Contractor shall have a physical presence in Haiti and be willing to travel to remote areas of the country to conduct fieldwork at the grantees' physical location or where grant activities are taking place. This contract will be for a one-year period with four option periods. The Government will consider proposals from all responsible sources. Therefore, we recommend that you monitor the FedBizOpps site for all information relevant to desired acquisitions.Au nom de la Fondation Interaméricaine (IAF), agence autonome du gouvernement des États-Unis, le Bureau de la Dette publique (BPD) cherche en Haïti un consultant pour des services de vérification des données dans le cadre d'une subvention. L'IAF octroie approximativement six subventions par pays annuellement. Les subventions s'échelonnent sur une période d'un, deux ou trois ans, et prévoient des visites obligatoires, comme suit : une visite initiale de prise de contact par le vérificateur de données, une visite de vérification tous les six mois, et une visite finale à la clôture du projet. La mission du Contractant comprendra les tâches suivantes : former les bénéficiaires à l'utilisation de l'outil de collecte de données de l'IAF ; former les bénéficiaires aux stratégies de collecte de données ; assister les bénéficiaires dans la sélection d'indicateurs révélant des difficultés dans la collecte des données requises ; enregistrer et vérifier les résultats obtenus, en ce qui concerne la subvention, par les bénéficiaires, les sous-bénéficiaires et leurs partenaires ; rédiger des rapports afin d'étayer les conclusions de la vérification de données à l'occasion de la visite ; et rédiger des rapports sur l'historique des projets, à l'échéance de la période de subvention. De plus, sur demande de l'IAF, le Contractant devra accompagner le personnel et les fournisseurs de l'IAF dans leurs visites des lieux. Il lui sera aussi demandé de vérifier des résultats de subvention dans d'autres pays et de participer à des séances de formation ou à des conférences. Le Contractant devra être physiquement présent en Haïti et accepter de se rendre dans des régions éloignées du pays afin de faire son travail sur le site des bénéficiaires ou aux endroits où se déroulent les activités liées à la subvention. Le contrat couvrira une durée d'un an et comprendra quatre périodes facultatives. Le gouvernement prendra en compte les propositions soumises par toute source fiable.
