Award Notice 2/6 7/29/21, 5:08 PM Metals Tailored Logistics Support (TLS) Program
The Defense Logistics Agency Troop Support, Construction and Equipment intends to extend three competitively awarded Metals Tailored Logistics Support Program (TLSP) contracts on an other than full and open competition basis through modification of existing agreements: SPE8E4-21-D-0001 (SupplyCore LLC), SPE8E4-21-D-0002 (I-Solutions Direct Inc.), and SPE8E4-21-D-0003 (TW Metals LLC). The extension adds 180 calendar days to the original contract period, moving the expiration date from July 22, 2026, to January 19, 2027. The program maximum dollar value remains at $900 million with no additional funding required for the extension.
The justification cites 10 U.S.C. 3204(a)(1) as statutory authority, determining that only the current contractors can satisfy requirements within the required timeframe. The rationale rests on the incumbents' established customer support representatives, supplier agreements, transportation arrangements, understanding of customer requirements, and integrated systems with DLA Troop Support. The TLSP supplies aluminum, stainless steel, carbon steel, copper, brass, titanium, nickel and nickel alloys, and other industrial metals in various forms (wire, plate, sheet, strip, bar, angle, extrusions, pipe, tube, and custom shapes) throughout the Continental United States and worldwide via Container Consolidation Points. Performance encompasses CONUS and worldwide delivery. This extension was posted June 23, 2026, under Class Deviation 2026-O0017 Revision 1.
