The solicitation will be available for download on the Internet at https://www.dibbs.bsm.mil/RFP on its issue date on or about November 20, 2012. Drawings/specifications will be available tough DIBBS.This acquisition is to establish an Indefinite Quantity Contract (IQC) for the included NSN(s). The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government. The total duration (base plus option years) shall not exceed 5 years. This proposed procurement includes a family group of items within the Federal Supply Class 1650, 1680, 2910, 4710, 4720, 4730, 4820, and 5935. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Product Lists, Military Handbooks, and other standardization documents from the DoD Single Stock Point (DODSSP), in Philadelphia, PA. Most documents are available in Adobe PDF format from the ASSIST database via the Internet at http://assist.daps.dla.mil/. Also shown are the currently approved manufacturer(s) and associated part numbers for these items. AMSC B. Due to the criticality of the item, procurement is restricted to source(s) specified on "Source Control" drawing. AMSC C. Part(s) requires engineering source approval by the design control activity in order to maintain the quality of the part(s).AMSC D. No technical data on item(s) and data cannot be obtained economically.AMSC H. Government does not have sufficient, accurate or legible data to purchase part from other than the current source. AMSC L. The annual buy value of this part falls below the screening teshold established by DoD components and field activities.AMSC Q. The Government does not have adequate data, lacks rights to data, or both needed to purchase this part from additional sources. The Government has been unable to economically buy the data or rights to the data, although the part has been undergoing full screening for 12 or more months. Breakout to competition has not been achieved, but current, continuing actions to obtain necessary rights to data or adequate, reprocurement technical data indicate breakout to competition is expected to be achieved.
