Added: Jan 12, 2017 4:45 pm INTRODUCTION:DLA Aviation intends to award a sole source, indefinite quantity, long-term contract to Eaton Aeroquip LLC, CAGEs 00624 and 8W928. The contract will include Multiple NSNs for items including Quick Disconnect Coupling Assemblies, Grooved Clamp Couplings, and Self-Sealing Valves that are used on various Weapons Systems including the Assault Breacher Vehicle, M-1 Abrams Tank, HH-60 PAVE Helicopter, Black Hawk Helicopter, and F-15 Eagle Aircraft. Other interested parties may identify their interest and capability to respond to the requirement no later than January 24, 2017. The proposed action is intended to be awarded on a sole source basis as supported by a Justification and Approval (J&A) for Other than Full and Open Competition in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The estimated award is June 2018. The anticipated period of performance is five years with a one-year base period and four, one-year option periods. The contract will be awarded with an initial group of 26 NSNs, but may be expanded to include additional sole source items.CONTRACT/PROGRAM BACKGROUND: There is currently an existing five-year, long-term contract with Eaton Aeroquip LLC under Contract Number SPE4AX-13-D-9414 for 40 NSNs which will expire in June 2018. The contract is firm-fixed priced and was issued on an unrestricted basis. Added: Apr 06, 2017 9:37 am This agency proposes to issue a solicitation for a long-term, strategic sole source contract which will include multiple NSNs to support the following weapon systems including but not limited to: Assault Breacher Vehicle, M-1 Abrams Tank, HH-60 PAVE Helicopter, Black Hawk Helicopter, and F-15 Eagle Aircraft. It is anticipated that 25 NSNs will be priced for the initial contract award. Additional sole source items may be added to the contract. The proposed action is intended to be awarded on a sole source basis as supported by a J&A IAW FAR 6.302-1. The proposed sole source contract will be issued to Eaton Aeroquip LLC CAGEs: 00624 and 8W928. This is an unrestricted acquisition with origin or destination inspection for DLA Direct (Stock) support. The proposed contract will be for a total five-year period of performance with a one-year base period, and four, one-year option periods. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified manufacturer. Surplus dealers and small business dealers and distributors having existing stocks of surplus or newly manufactured approved material may respond to the synopsis/solicitation. Respondents will be required to complete a surplus certificate in accordance with Procurement Note C04 or provide adequate traceability documentation to show the product is acceptable. In addition, respondents will be required to identify the quantities available and price. DLA will consider all such responses and may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government. This is proposed to be a hybrid FAR Part 12 and FAR Part 15 effort. The proposed contract will be a firm-fixed price, indefinite delivery- indefinite quantity type contract. The attached listing of NSNs are the items that have been identified for this current action. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately.A copy of the solicitation will be available via the DLA Internet Bid Board System at https://www.dibbs.bsm.dla.mil on the same issue date cited in the solicitation.
