CONUS Industrial Gas Program
The Defense Logistics Agency Aviation has awarded a contract modification to Hudson Technologies Company, a small business in Woodcliff Lake, New Jersey, on a sole-source basis to supply filled and empty compressed and liquefied gas cylinders and related accessories for worldwide support to DLA customers, Foreign Military Sales, and other U.S. Government agencies.
The justification cites 10 U.S.C. 3204(a)(1), asserting that Hudson is the only source capable of providing uninterrupted support due to its possession of approximately 81,000 Government Furnished Property cylinders and established operations at its facilities. Hudson currently holds stocks of Mission Critical Military End Users Hydrofluorocarbon materials necessary for military applications and requires a one-year transition period to receive, refurbish, and fill the GFP cylinder pool. An abrupt contract transition would create unacceptable gaps in customer support. Two other companies—Horizon Distribution Inc and RAS Enterprises LLC—expressed interest following synopsis publication but were deemed incapable of meeting rapid deployment requirements within the bridge period.
The modification extends the contract from July 29, 2026 through May 29, 2027, providing a four-month base period and two three-month options. The underlying contract SPE4A616D0226 supports approximately 340 items across both competitive (260 items under full and open competition) and sole source categories (80 items). Covered supply classes are 6830 (compressed and liquefied gases) and 8120.

The Defense Logistics Agency Aviation (DLA-WSR) is procuring compressed and liquefied industrial gases, gas cylinders, adapters, valves, and related equipment under the CONUS Industrial Gas Program. Approximately 340 line items spanning two primary National Stock Number (NSN) categories—8120 (compressed gas cylinders and related equipment) and 6830 (specialty gases including nitrogen, argon, oxygen, helium, and refrigerant blends)—will be provided under this bridge contract modification. The procurement is being conducted as a sole-source award to the incumbent contractor under FAR 6.302-1, meaning only one responsible source can satisfy agency requirements and no competitive evaluation criteria will be applied. The bridge contract will extend the base period for four months with two three-month optional extensions, allowing sufficient time for the government to reevaluate and award follow-on contract efforts. Interested parties should submit inquiries regarding this pre-solicitation notice by the due date of March 23, 2026, and those interested in subcontracting opportunities may contact Contracting Officer Marie Harrison at Marie.Harrison@dla.mil.
This bridge modification will extend the incumbent contract SPE4A6-16-D-0226 held by Hudson Technologies Company (CAGE 7DSQ0) on a sole-source, unrestricted basis, with no set-aside designation applied. Hudson maintains three order fulfillment sites: Escondido, California; Champaign, Illinois; and Atlanta, Georgia. The estimated total dollar value of the four-month base period and two three-month optional extensions is $12.1 million. The current contract SPE4A6-16-D-0226 was originally effective July 30, 2016, and the bridge modification will extend the base period from July 29, 2026, through November 29, 2026, with options extending through May 29, 2026, if exercised. This pre-solicitation notice was posted on March 6, 2026, providing advance notification of the upcoming bridge contract modification.
