Added: Jun 10, 2016 3:41 pm The goal of the Manufacturer Direct Program is to establish an alternative to manual open market purchase activity, re-engineer the business process with automated e-commerce business solution. The objective of this solicitation is to establish a Fixed Price (with Economic Price Adjustment) Indefinite Delivery/Indefinite Quantity (IDIQ) Contract with Stryker Orthopedics for their Hip, Knee, Upper Extremity Reconstruction, Trauma and Orthobiologic "procedural packages". The "procedural packages" include an Orthopedic Implants, Instrumentation Sets and Auxiliary products (such as drill bits, saw blades, bone cement etc.) that are necessary for orthopedic surgery; however, depending on the type of injury the "procedural package" may include orthobiological products. This solicitation contains an on-site personnel requirement for the contractor to provide advice and guidance to physician's before, during and after implantation of the device at the request of the Medical Treatment Facility. Technical support shall be available twenty-four (24) hours a day, seven (7) days a week.Market Research has revealed that there are no other manufacturers or distributors other than Stryker who can provide DoD hospitals with the complete Stryker "Procedural Package" (Stryker Orthopedic Implants, Orthobiological Products, Instrumentation Sets and Auxiliary Products) at the required time for surgery and be available on-site if needed to answer questions on all these products. The Stryker Sales Representatives are experts on Stryker products and are a vital part of helping to ensure that the patient is getting the necessary treatment.The term of the contract will be a one-year Base Period and four one-year unilateral Option Periods. This procurement has an estimated value of $23,271,213.00 for the Base Period, $23,443,419.97 for the first option period, $23,616,901.27 for the second option period, $23,791,666.35 for the third option period, and $23,967,724.68 for the fourth option period, for a total of approximately $118,090,925.27 over the five-year life of the procurement. Added: Sep 22, 2015 12:51 pm The Defense Logistics Agency - Troop Support is seeking sources capable of providing Stryker Orthopedic Hip, Knee, Upper Extremity Reconstruction, Trauma and Orthobiologic "procedural packages". The "procedural packages" include an Orthopedic Implants, Instrumentation Sets and Auxiliary products (such as drill bits, saw blades, bone cement etc.) that are necessary for orthopedic surgery; however, depending on the type of injury the "procedural package" may include orthobiological products. Instrumentation sets are used by Medical Treatment Facilities (MTFs) during surgery and then are returned to the vendor. In some instances the MTFs purchase their instrumentation sets. Other sole-source Stryker Orthopedic product groups may be solicited at a future date under the forthcoming solicitation.All Orthopedic products offered must be Food and Drug Administration (FDA) approved.Orthopedic products must be delivered "Just-In-Time", "Direct Vendor Delivery" and "Consignment". Under "Just-In-Time" delivery the MTF calls the manufacturer's field representative who carries the products into the MTF just-in-time for the surgery. The manufacturer's Sales Representative must bring many sizes and types of implants and auxiliary products to the surgery along with the instrumentation sets. Under "Direct Vendor Delivery" method an order for orthopedic products is placed tough ECAT and the product is delivered directly to the customer via any transportation carrier. Under the "Consignment" method, orthopedic products are consigned to a facility and MTFs would pay only for the "procedural packages" that are used.At the request of the MTF, the manufacturer is required to have a qualified representative on site at the MTFs within the timeframe specified by the facility necessary to meet their requirements. The manufacturer's representative provides technical advice and guidance to the physician before, during and after implantation. Furthermore, technical support is available twenty-four (24) hours a day, seven (7) days a week.This is a request for information (RFI) and does not commit the U.S. Government to issue a solicitation, make an award, or pay any costs associated with responding to this announcement.
