THE CONTRACTOR SHALL PROVIDE EXPERTISE IN MEETING THE MISSION REQUIREMENTS AND IMPROVING THE ORGANIZATIONAL AND FISCAL STRUCTURE OF THE NATIONAL DATA BUOY CENTER IS CRITICAL. TASKS 1. RESEARCH, ANALYZE AND EVALUATE ON A QUANTITATIVE/ QUALITATIVE BASIS THE EFFECTIVENESS AND FINANCIAL EFFICIENCY OF PROGRAM OPERATIONS IN MEETING ESTABLISHED MISSION AND OBJECTIVES. 2.
