Added: Mar 18, 2013 3:45 pm Intra-Alaskan cargo and passenger air transportation services from Elmendorf AFB to locations toughout the state of Alaska, including the Aleutian chain. Destinations include, but are not limited to Eareckson AFS (Shemya Island), Cape Lisburne, Barter Island, Cape Newenham, Cape Romanzoff, Cold Bay, Eielson AFB, Galena, King Salmon, Oliktok, Point Barrow, Point Lay, Sparrevohn, Tin City, and Indian Mountain.. Aircraft must be contractor-furnished, IFR-equipped, multi-engine aircraft, capable of operating to and from 3,500-foot gravel airfields, and be capable of flying in extreme arctic conditions. There are two separate cargo requirements. First requirement: Aircraft utilized must be able to accommodate cargo up to 78 inches high and have a net cargo airlift capability of at least 25,000 lbs, depending on destination and fuel load. Second requirement: Aircraft utilized must be 463L pallet capable, accommodate cargo up to 108 inches high by 120 inches wide, must have truck bed height straight loading capability and have drive-on drive-off capability for various vehicles up to 30,000 pounds, and capable of carrying cargo payloads of at least 40,000 lbs, depending on destination and fuel load. There are two separate passenger requirements. First requirement: aircraft utilized must be able to transport a minimum of 7 passengers, have baggage capacity of 980 lbs, and a range of at least 1,000 GCSM with 4 passengers and 40 lbs of baggage. Contractor aircraft must be fully self-supporting with internal passenger stairs, and auxiliary power unit (APU) for self-starting. Second requirement: Aircraft utilized must be capable of transporting a minimum of 15 passengers with hand carried baggage not to exceed 100 lbs and small cargo not to exceed 150 lbs, have an industry standard lavatory equipped with running water and flushing toilet system, capable of flying from JBER, AK to Eareckson AFS, AK in no more than 5 hours with a minimum of 15 passengers, fuel and baggage, operate at 19,000ft of higher, and have a maximum allowable cabin load (ACL) of 4,5000 lbs. Date for receipt of offers will be on or about 5 May 2013. Multiple contract awards are anticipated as a result of this solicitation. The period of performance will be 1 Oct 13 tough 30 Sep 14, with tee 1-year option periods. The successful offeror must satisfy all DOD Commercial Air Carrier Quality and Safety requirements as described in 32 CFR, Part 861.3 and DOD additional standards for contract cargo operations under Part 121. Cargo offerors must be certified under Part 121 of the Federal Aviation Regulation (14 CFR 121) and willing to commit aircraft to the Civil Reserve Air Fleet (CRAF). Passenger air carriers must possess an FAA operator certificate for FAR part 135. The successful offeror must obtain approval of the DOD Commercial Airlift Review Board.
