Navy Commercial Broadband Satellite Program (CBSP)

Navy Communications Program Office, San Diego, CA intends to solicit open market proposals using full and open competition for its Commercial Broadband Satellite Program (CBSP). The purpose of the CBSP services acquisition is to provide satellite capacity in C, Commercial X, Ku, and possibly other bands as well as terrestrial and supporting requirements to support the tee variants of CBSP terminals: Force Level Variant, Unit Level Variant, and Small Ship Variant. Types of services to be included in the acquisition are: (i) Fixed site communications service providing connectivity, demarcation-to-demarcation, for fixed sites, to the CBSP shipboard terminals; (ii) Bandwidth capacity providing bulk transponder services to support C, Commercial X, Ku and possibly other bands of space capacity to the CBSP shipboard terminals; (iii) Engineering and support services providing support services for establishing and maintaining SATCOM user connectivity, accommodating developing and surge requirements, administering a COMSATCOM connectivity status tool that provides Navy CBSP operations personnel with the current and planned future status of the CBSP network; (iv) Host nation approval, landing rights, and FCC licenses providing regulatory documentation for terminals included as part of the service. The intent is to award an indefinite quantity indefinite delivery contract for a one-year base period and four one-year option periods. Acquisition will be conducted under FAR Part 12, Commercial Acquisitions. Acquisition will be performance based. Reference previous CBSP special notice and SOO posted on 7 Mar 2008. The RFP will be issued on behalf of the U.S. Navy by the Defense Information Systems Agency (DISA) Defense Information Technology Contracting Organization - Scott Field Office, located at 2300 East Drive, Scott AFB IL 62225-5406.The purpose of this presolicitation notice is to provide potential offerors an opportunity to review the Government's draft RFP and provide comments. The Government requests potential offerors provide comments to the draft RFP that address the evaluation criteria, the CLIN structure, the Statement of Objectives, or any additional topics for consideration in conducting this acquisition. Added: Mar 02, 2009 4:23 pm In accordance with FAR 12.603, Streamlined Solicitation for Commercial Items, the following information is provided.(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) The solicitation number is HC1013-09-R-0001. The solicitation is issued as a request for proposals (RFP).(iii) The solicitation document and incorporated provisions and clauses are those in effect tough Federal Acquisition Circular (FAC) 2005-29 effective January 14, 2009.(iv) This is an unrestricted solicitation; it is not a small business set-aside. The Small Business Competitiveness Demonstration Program is not applicable. The associated NAICS code is 517410 (Satellite Telecommunications). Added: Jan 29, 2010 1:07 pm Firm-fixed-price, Indefinite Delivery/Indefinite Quantity contract for the Space and Naval Warfare Systems Command's Commercial Broadband Satellite Program.  The contract, with a not-to-exceed ceiling of $542.7 million, provides worldwide commercial telecommunications services to include:  C, Ku, and X-band satellite resources, land earth stations, terrestrial backhauls, and bandwidth management services.  The period of performance is 26 January 2010 tough 25 January 2015 (a one-year base with four one-year options).  Performance will be at various locations around the world.  The solicitation was issued as a full and open competitive action.  Solicitation was posted to the Government Point of Entry - FEDBIZOPPS.  Intelsat General Corporation is a large business.  The Defenese Information Technology Contracting Organization, Scott AFB, Illinois is the contracting activity.  Contracting point of contact is Karen E.
