This Sources Sought Synopsis is published for market research purposes only, to identify potential sources capable of providing instruments, supplies, and reagents using Nucleic Acid Amplification Testing (NAAT) technology for detection of Chlamydia trachomatis (CT) & Neisseria gonorrhea (NG), Methicillin-resistant Staphylococcus aureus (MRSA), Clostridium Difficile (C. diff), and Herpes Simplex Virus (HSV) 1 & 2 in various types of specimens for the 711th Human Performance Wing (HPW) and USAF School of Aerospace Medicine at Wright Patterson Air Force Base in accordance with the requirements of industry standards and applicable local, state, and Federal laws. This requirement is a follow-on effort to an existing requirement under contract FA8601-12-D-0012, which ends on 30 May 2016. A Draft Requirements Document is attached.TECHNICAL REQUIREMENTSThe Draft Requirements Document has all of the information listed in regards to the technical requirements for this project. As a reminder, these are drafts and estimates which are subject to be changed.The North American Industry Classification System (NAICS) code for this requirement is 325413 - In-Vitro Diagnostic Substance Manufacturing, with a size standard of 500 employees. The government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that small business prime contractors must perform at least 50% of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14.The Air Force anticipates an acquisition for a Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract for one base year and tee option years.Any information submitted by respondents to this sources sought synopsis is voluntary. Size standard is 500 employees. The proposed source is Roche Diagnostics, 9115 Hague Road, Indianapolis, In. 46250. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Friday, 08 April 2016 by 3:00 P.M. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The Government requires fully automated high-toughput testing instruments for molecular diagnostics that are FDA approved to analyze samples and cleared to test female urine specimens on female patients that are 14 years old and older for CT/NG testing. Source had to be FDA approved to analyze all samples for MRSA, C. diff, and HSV 1 / 2 testing as well.
