Expolsive Ordnance Disposal (EOD) Support Service
Added: Mar 16, 2012 3:38 pm The Air Force Air Mobility Command (AMC) will issue solicitation Request of Proposal (RFP) FA4452-12-R-0003 on or about 10 May 2012 for Explosive Ordnance Disposal (EOD) Support Services utilizing the Federal Business Opportunities (FBO) website. This requirement will provide EOD support Air Force (AF) wide both CONUS and OCONUS. The EOD Support Services requirement ensures each EOD flight maintains accountability of munitions and explosives, documents required training and maintains explosive demolition equipment in serviceable and ready condition. This effort will free AF EOD personnel to respond to explosive incidents and concentrate on sharpening those skills that are critical to combating the improvised explosive devices, and maintaining nuclear weapons proficiency.The government will utilize the Tradeoff technique documented at MP 5315 AFFARS Library/Section M Templates/Approach #3 - Evaluate Technical, Rank by Price, Assess Performance until Proposal rated Substantial Confidence or all offers are evaluated. This technique is a simplified method that permits a tradeoff between price and performance in reaching the contract award decision. The government will award a contract resulting from this RFP to the contractor whose offer conforms to the RFP requirements, is considered technically acceptable, achieves a substantial past performance rating and will provide the best value to the government. If the lowest priced offeror is not judged to have a "Substantial Confidence" performance assessment, the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is judged to have a "Substantial Confidence" performance assessment or until all offerors are evaluated. If no offeror is judged to have a "Substantial Confidence" performance assessment then the Source Selection Authority shall then make an integrated assessment best value award decision and reserves the right to award a contract to other than the lowest price offeror with a "Satisfactory Confidence" performance assessment. This requirement will be set aside for Service Disabled Veteran Owned Small Business as it is anticipated that offers will be received from two or more Service Disabled Veteran Owned Small Businesses.The period of performance is as follows: Base Period 01 Jan 2013 - 31 Dec 2013Option Period 1 01 Jan 2014 - 31 Dec 2014Option Period 2 01 Jan 2015 - 31 Dec 2015Option Period 3 01 Jan 2016 - 31 Dec 2016Option Period 4 01 Jan 2017 - 31 Dec 2017Total performance is 60 months.The anticipated award date is 12 December 2012.All questions must be directed to Ms. Jennifer Gasparich at 618-256-9978 or jennifer.gasparich@us.af.mil.
