Loyalhanna Dam Service Bridge Rehabilitation
The U.S. Army Corps of Engineers, Pittsburgh District, has a project that involves the rehabilitation of the dam service bridge at Loyalhanna Lake Dam, Westmoreland County, Pennsylvania. This action is being divided into a base contract and tee Awardable Options. The base contract and two of the awardable options divide the main rehabilitation construction activities to accommodate gantry crane movement. Awardable Option 3 consists of work associated with the general electrical work on the dam. Disposal of concrete rubble and the abatement of lead-based paint will be required. Construction waste material will be disposed at a commercially permitted facility licensed to accept the waste or recycled if applicable. Access to construction activities will be via the Service Bridge Deck and a floating barge. Construction work will occur in close proximity to operating dam gates and public access to the facility. Loyalhanna Dam operates 24 hours a day, 7 days a week. The Base Contract consists of work associated with the Monoliths 5, 6, and 7 and includes Service Bridge Span 6 - 7 and Pier 7. The Base Contract work includes, but is not limited to: 1. The installation of a safety fence at the playground along the dam access road.2. Survey, removal, and reinstallation of the existing crane rails, and installing gantry crane rail stops.3. Removal and re-installation of utilities, electrical work in the work bay in Monoliths 5 and 6, and the installation of embedded items for electrical work on the parapets.4. The removal, cleaning, and installation of drains, and the replacement of deck joint seals.5. The installation of carbon fiber reinforced polymer wrap of the beams of Monolith 5 and a glass fiber reinforced polymer overlay of the existing work bay cover slab.6. Concrete repairs of the top surfaces of Monolith 6 and Bridge Pier 7, the concrete parapets on Monoliths 5 and 6, the vertical face of Monolith 6 and Pier 7. Miscellaneous concrete repairs of the stairway within Monolith 5, as well as the installation of stair treads.7. Replacement of the reinforced concrete deck of Service Bridge Span 6 - 7.8. Cleaning the structural steel of Service Bridge Span 6 - 7 and a recessed frame by removing lead-based paint, ice bridge steel girders, and painting of the structural steel.9. Fabrication and installation of a steel support structure within the work bay in Monolith 5. Awardable Option 1 consists of work associated with Monoliths 7, 8, and 9 and includes Service Bridge Spans 7 - 8 and 8 - 9 and Piers 7, 8, and 9. Specific features of work under the Awardable Option 1 include, but are not limited to the following: 1. Survey, removal, and reinstallation of the existing crane rails, and installing gantry crane rail stops.2. Removal of utilities, and the installation of embedded items for electrical work on the parapets.3. The installation of deck drains and the replacement of deck joint seals.4. Concrete repairs of the top surfaces of Bridge Piers 8 and 9 and the vertical face of Piers 7, 8 and 9.5. Replacement of the reinforced concrete deck of Service Bridge Spans.6. Cleaning the structural steel of Service Bridge Spans by removing lead-based paint, performing any necessary repairs to the service bridge steel girders, and painting of the structural steel. Awardable Option 2 consists of work associated with Monoliths 9, 10, 11, and 12 and includes Service Bridge Spans 9 - 10 and 10 - 11 and Pier 10. Specific features of work under the Awardable Option 2 include, but are not limited to the following: 1. Survey, removal, and reinstallation of the existing crane rails, and installing gantry crane rail stops.2. Removal of utilities, and the installation of embedded items for electrical work on the parapets.3. The installation of deck drains and the replacement of deck joint seals.4. Concrete repairs of the top surfaces of Bridge Pier 10 and Monolith 11 and 12 and the vertical face of Piers 9, 10 and Monolith 11, and the parapet on Monoliths 11 and 12.5. Replacement of the reinforced concrete deck of Service Bridge Spans.6. Cleaning the structural steel of Service Bridge Spans by removing lead-based paint, performing any necessary repairs to the service bridge steel girders, and painting of the structural steel.7. Remove, clean and paint recess frame and replace recess cover. 8. Remove safety fence at playground along the dam access road and restore the area to the preconstruction condition. Awardable Option 3 consists of work associated with the general electrical work on the dam. Specific features of work under the Awardable Option 3 include, but are not limited to furnishing and installing new electrical lighting poles along the top of the dam, construction of reinforced concrete light pole supports integrated with the existing concrete parapet wall, general electrical work, and the connection of the electrical components to the existing dam electrical system with the associated testing of components. Additionally, furnishing and installing any electrical or related components not previously installed in the previous Base Contract or Awardable Options 1 and 2. This procurement will be Firm Fixed Price and will be set aside 100% for Small Businesses. The NAICS code for this acquisition is 237310, Highway, Street, and Bridge Construction. The period of performance for the base contract is 365 calendar days after receipt of the Notice to Proceed. The contract completion time will be extended 365 calendar days after receipt of Notice to Proceed for Awardable Option 1 and an additional 365 calendar days after receipt of Notice to Proceed for Awardable Option 2. There will not be any time extension after receipt of Notice to Proceed for Awardable Option 3. The estimated cost of the proposed work for the base contract and all awardable options is between $5,000,000 and $10,000,000. All responsible offerors are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about August 8, 2019 online tough the Federal Business Opportunities (FBO.gov) website; therefore, requests for hardcopies of the solicitation will not be honored.
