SMALL EARTH RETURN VEHICLES AND REENTRY DEVICES HOLD SIGNIFICANT POTENTIAL FOR MISSION APPLICATIONS OF VALUE TO NASA AND THE COMMERCIAL COMMUNITY. SIMILAR TO THE NEW PARADIGM EXEMPLIFIED BY CUBESATS AND SMALL SATELLITES, SMALL RETURN VEHICLES ALLOW FOR HIGH FREQUENCY UTILIZATION OF THE SPACE ENVIRONMENT IN A COST EFFECTIVE MANNER. APPLICATIONS INCLUDE RETURN OF SMALL HIGH-PRIORITY PAYLOADS FROM THE INTERNATIONAL SPACE STATION OR OTHER ORBITING LABORATORY, UPPER ATMOSPHERE RESEARCH, AND HYPERSONIC FLIGHT TESTBED. CHARACTERISTICS OF IMPORTANCE FOR SUCH VEHICLES ARE COMPACT SIZE, LOW MASS, LOW COST, AND MINIMUM HAZARDS. LOW COST IN PARTICULAR IS CRITICAL IN ORDER TO KEEP RETURN VEHICLE EXPENSE CONSISTENT WITH INVESTMENT IN THE PAYLOAD ITSELF.
