Added: Mar 07, 2016 10:27 pm Naval Facilities Engineering Command Southeast (NAVFAC SE) in Jacksonville, Florida intends to solicit and award a firm-fixed price (ffp) design-bid-build (dbb) construction contract for the construction of Wharf Bravo Recapitalization, Naval Station (NS) Mayport, FL. This design-bid-build solicitation notice is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. The contractor will be required to perform all services necessary for the construction of the project. Wharf Bravo Recapitalization RM12-0524 DBB project recapitalizes ships berthing wharfs B-1, B-2, and B-3 by reconstructing these general purpose berthing wharfs. The general scope provides a replacement steel sheet pile bulkhead which ties into existing steel sheet pile structure, concrete fill between existing and new steel sheet pile bulkheads, concrete pile cap and concrete encasement of sheet pile, asphalt wharf deck paving, repairs electrical and mechanical shore utilities, area lighting and AT/FP waterfront enclave facilities. This is a negotiated procurement utilizing a best value source selection process. Award will be made to the offeror whose total price and non-price proposal offers the best value to the government. Proposals will be evaluated on total price for the project. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Large business concerns are required to submit a subcontracting plan prior to award of the contract. Offerors shall submit with their offer a bid bond of at least 20 percent of the offer price but not exceeding $3 million of the amount for Wage Rate Requirement (Construction), formerly known as Davis Bacon Act (DBA), work. Contract award is anticipated on or about 27 September 2016. The construction completion date will be 540 days from the date of contract award. The estimated price range for the entire project is between $25,000,000 and $30,000,000. The NAICS Code for this procurement is 237990 – Other Heavy and Civil Engineering Construction and the annual size standard is $36.5M. This will be an electronic solicitation, which can be viewed and/or downloaded from Navy Electronic Commerce Online (NECO) at https://www.neco.navy.mil/ when it becomes available. The solicitation will be available at this site no earlier than 15 days after this pre-solicitation notice is posted. A Pre-Proposal Conference and Site Visit will be scheduled seven to ten days after issuance of the solicitation. Details of the pre-proposal conference and site visit will be provided in the solicitation. Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check FedBizOpps for the solicitation and any subsequent amendments that may be issued. This is a new procurement. It does not replace an existing contract. No prior contract information exists.
