Apache Simulator for Integration into the Joint Simulation Environment
Naval Air Warfare Center Aircraft Division (NAWCAD) in order to meet its requirement to incorporate the Army aviation component into its Intelligence Mission Data design of experiments by Spring of 2020, Naval Air Warfare Center Aircraft Division (NAWCAD) is seeking a mature Apache simulation. The simulation must: Be concurrent with APACHE longbow OFP Have ability to operate in a distributed interactive simulation and integrate into the Navy's current constructive synthetic environment. Be able to accept and use simulated sensor data generated in the simulated battlespace in real time. Meet requirements to be used in a Classified environment. Be Low Cost (e.g. under $1M) Please respond with: A) Simulation Capability B) Architecture to show ease of integrating Next Generation Teat System (NGTS) C) Timeline Interested vendors shall submit their response electronically. The capability statement shall be in sufficient in detail to allow Government to determine the organization's related qualifications to perform the work. The statement shall include: 1) a) Company name. b) CAGE code. c) DUNS number. d) Active SAM registration printout (www.sam.gov). e) Size/number of employees. 2) A statement describing the company's interest in performing the work. 3) A description of the vendor's suggested solution, including hardware, software, policies, simulation capability, architecture to show ease of integrating Next Generation Teat System (NGTS) and timeline 4) Contact information, Point of contact name, Phone number, E-mail address and web address (if available). The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate a firm fixed price contract, on a sole source basis, with AVT Simulation, CAGE 1QW84, 2603 Challenger Tech Court, Suite 180, Orlando, FL 32826. The contract will procure one instance of the Reconfigurable Aviation Test Environment, which will include a simulation of the Apache helicopter validated by Army aviation with Next Generation Teat System. The simulation must be concurrent with APACHE Longbow OFP; have the ability to operate in a distributed interactive simulation and integrate into the Navy's current constructive synthetic environment; be able to accept and use simulated sensor data generated in the simulated battlespace in real time; and meet requirements to be used in a Classified environment. Market Research has not found any other sources capable of meeting the Government's current requirement. THIS IS NOT A REQUEST FOR PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 2304(c)(1) and as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements". Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 11:00 AM EDT September 27, 2019 will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
