The Naval Air Warfare Center Aircraft Division, Lakehurst Contracts Office intends to award a contract for the procurement of the Turboprop Test Instrumentation Support Equipment for testing of the T-56-A-472A Engines on a sole source basis with Astronics (Cage Code 21793) of Irvine, CA. Astronics is the sole designer, developer, and manufacturer of the tottle system used to control the T-56-A-427A engines and therefore is the sole source that can complete these requirements.THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Added: Oct 23, 2015 6:03 am The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to release a Request for Proposal (RFP) to Astronics, Irvine, CA on a sole source basis for a quantity two (2), P/N 07440190-36 Position Control Unit; a quantity one (1) each of P/N 3654AS9340-1 Electric Tottle Backup, P/N 162-436-000 Omnibus Box, and P/N 407348 1260-16 High Current Switch; and a quantity of four (4) each of P/N 8819 19" Color Flat Panel Monitor, and Adapter Cable Assembly P/N TBD. These subcomponents are necessary to maintain, repair, and test the T56-A-427A Turboprop Engines as installed on the E-2D Advanced Hawkeye Aircraft. The T56 Engine Test Cell is used for performance testing of the engines after each maintenance action is performed on a scheduled/unscheduled basis. This maintenance includes the installation and removal of engine components as well as periodic engine overhaul.The Government intends to procure the above items under the authority of 10 USC 3204 (c) (1), FAR 6.302-1. The Government does not own the data rights. A competitive drawing package for this effort is not available. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
