Potential offerors should note funds are not currently available for this project and offers should be valid tough 30 Oct 2015. The Contractor shall furnish all parts, labor, tools, materials, plant, and transportation necessary to replace HVAC, Building 129, Eglin Air Force Base, Florida. The contractor shall perform to the standards in the Statement of Work (SOW), drawings, and specifications, as well as all Federal, State, and local regulations. This acquisition will be a competitive HUBZone small business set aside. The North American Industry Classification System (NAICS) code for this acquisition is 238220 with a small business standard size of $15M. This acquisition will utilize the Trade-Off Source Selection Process in accordance with FAR part 15, Contracting by Negotiation and DoD Source Selection Procedures. Period of performance is expected to be 305 calendar days after award. Any resulting contract shall be firm-fixed-price. The following is the anticipated CLIN structure for the basic requirement. CLIN 0001: 1 LOT•- Description: Furnish all plant, labor, materials, and equipment and perform all operations in connection with Replace HVAC Bldg. 129 project 03-123, Eglin AFB, FL in accordance with Statement of Work dated 22 April 2015, Specification and Drawings dated 25 March 2013. Potential offerors should note that a site visit will be held for this requirement. This Sources Sought Notice is posted as a market research tool only. Eglin AFB, FL is contemplating a firm-fixed price construction contract. The work will consist of HVAC system replacement in Bldg 129, associated electrical work and incidental related work, as indicated on the contract documents. See attached draft Statement of Work dated 22 April 2015 and the project Specifications.The magnitude of construction is between $1,000,000 and $5,000,000.The NAICS code applicable to this requirement is 238220, with a small business standard of $15 Mil.If awarded, the project duration is expected to be approximately 305 calendar days.Capability Statement Requested:We are requesting that all interested and qualified small businesses respond to this sources sought notice with a capability statement, not to exceed fifteen (15) double sided sheets of paper. At a minimum, the capability statement shall include the following:1. Offeror's name, address, point of contact, phone number, and e-mail address. 2. Offeror's Cage Code and DUNS number. 3. Offeror's confirmation of interest in bidding on the solicitation when it is issued. 4.
