This federal contract award, identified as NNX16AK65A, is a Cooperative Agreement between the University of Houston System and the National Aeronautics and Space Administration (NASA). The contract, with a ceiling value of $99,350.65, is aimed at engaging undergraduate students in the process of developing new technology and instrumentation for use in balloon-borne geospace investigations in the auroral zone. The motivation for this work stems from the recent advances in microelectronics and consumer electronic technology, which have made it possible to develop new instrument technology to study the auroral ionosphere and stratospheric ozone layer using ultralight balloon payloads weighing less than 6 lbs and costing less than $3,000 per payload. The University of Houston team will develop and build up to 10 such payloads for launch using a mix of 1500 GM latex weather balloons from Fairbanks, Alaska in the winter of 2016-2017 and piggyback flights on larger balloons, possibly from Esrange in August 2016. This contract is not designated as a set-aside, and the ultimate completion date is April 2, 2020.
