Housing Authority Of The City Of Elsa

Housing Authority of The City of Elsa (Elsa Housing Authority Division), a U.S. local government entity headquartered in Edcouch, Texas, is a federal grant recipient that receives formula grant funding from the Department of Housing and Urban Development's Public and Indian Housing Office to operate and maintain public housing serving low-income residents in Elsa, Texas.

Elsa Housing Authority operates exclusively as a prime recipient under two HUD formula grant programs. The entity receives recurring grants under the Public Housing Operating Fund (CFDA 14.850) to fund day-to-day operational and maintenance expenses, property management, routine and preventative maintenance, anti-crime and security activities, energy costs, resident supportive services, insurance, and administrative program implementation. In parallel, it receives grants under the Public Housing Capital Fund (CFDA 14.872) to support capital activities including modernization, infrastructure improvements, energy efficiency upgrades, construction, acquisition, and rehabilitation of public housing units. Recent awards include a $324,493 Public Housing Capital Fund grant obligated April 1, 2026 (completion March 31, 2030) and a $261,676 Public Housing Operating Fund grant obligated January 1, 2026 (completion December 31, 2032).

Customer concentration is singular. All 42 awards in the source data were obligated by HUD's Public and Indian Housing Office, representing 100% of the entity's federal footprint across a combined $13.1 million obligated total. The entity holds no federal contracts, IDIQs, GWACs, BPAs, or parent contract vehicles, and operates no subcontracted federal work. Activity has remained flat at two awards per calendar year for the past five years (2022 through 2026), with two additional awards completing within the next twenty-four months and therefore eligible for renewal in that window. Elsa Housing Authority's role is that of a local public housing agency receiving direct formula-grant allocations under the nationwide Public Housing Operating Fund (serving approximately 6,000 housing authorities managing 902,436 households) and Public Housing Capital Fund (serving approximately 2,770 public housing agencies managing nearly one million units across all 50 states and territories).
