The Department of Veterans Affairs, Office of Asset Enterprise Management (OAEM) has a need for contractor/s to provide support to implement VAs Enhanced-Use Lease program so as to enable the Department to formulate, evaluate, and execute multiple enhanced-use leases on a nation-wide basis.

The Enhanced-Use Lease Authority (EUL), Title 38 United States Code Sections 8161-8169, allows the U.S. Department of Veterans Affairs (VA) to out lease facilities (available land, buildings, and other resources) to improve services, provide facilities, and/or generate revenue. EULs are long-term leases (up to 75 years) of facilities under VAs jurisdiction of control to the public or private sector. The facility can be used for both VA and compatible non-VA uses. In return, VA receives cash and/or goods, services, facilities, or other in-kind consideration.

To date there have been over 58 EULs executed nationally. Examples of projects executed via EUL include senior housing for Veterans, transitional and permanent housing for homeless Veterans, affordable housing for Veterans, assisted Living for Veterans, medical and research facilities, parking garages, child care centers/adult day health care and VA Office Co-locations.

VA intends to acquire the services necessary to satisfy this requirement through competitive means under Public Law (PL) 109-461, and Information Letter (IL) 049-07-08 Veterans First Contracting Program. Pursuant to 38 U.S.C. 8127(d), SDVOSB firms must complete 51 percent of the work. VA is also encouraging SDVOSB to create joint ventures under FAR Part 9 among one or more SDVOSB firms to help facilitate performing the tasks required and to subcontract where needed the appropriate percentage for needed expertise.

SYNOPSIS: This is not a Notice of Solicitation. Small Business Sources Sought: This is a Sources Sought announcement seeking only Service Disabled Veteran-Owned Small Business (SDVOSB) responses in order to determine SDVOSB participation in this acquisition. The Department of Veterans Affairs (VA); Office of Asset Enterprise Management (OAEM) is seeking Statements of Capabilities from Industry for anticipated requirements to provide support to implement VAs Enhanced-Use Lease program so as to enable the Department to formulate, evaluate, and execute multiple enhanced-use leases on a nation-wide basis.

ANTICIPATED REQUIREMENTS: The offeror should be capable of offering the full range of EUL developmental and transaction support. OAEM will have specific requirements such as:

Additional requirements include not utilizing any offshore resources for any EUL contract. For the purposes of this inquiry, VA defines offshore as being any location outside the United States, its possessions, and Puerto Rico. Also, normal business hours for the VA-OAEM are 8:00am 5:00 pm Eastern Time (ET) Monday through Friday, excluding federal holidays. However, in some cases, after hours support may be required.



POSSIBLE CONTRACT CONSIDERATIONS: VA is considering acquiring the services necessary to satisfy this requirement through competitive means under Public Law (PL) 109-461, and Information Letter (IL) 049-07-08 Veterans First Contracting Program. ROAD AHEAD: VA is in the preliminary stages of developing an optimal acquisition strategy to satisfy this anticipated requirement. To help determine industry interest, capability, and whether the anticipated acquisition can be set-aside for SDVOSB concerns, interested firms are asked to submit a Statement of Capabilities that addresses the following:



1. Overview of your technical capabilities to provide the full range of Enhanced-Use Leasing developmental and transaction support. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately;



2. Summary description of relevant past experience in the last five (5) years in providing developmental and technical support of a large magnitude and complexity thats equivalent to EUL transaction support services;



3. Statement of whether your firm is classified as a Large Business, Small Business, Small Disadvantaged Business, HUBZone Business, Woman-Owned Small Business, Veteran Owned Small Business in the 531390 (Professional and Management Development Training) North American Industry Classification System (NAICS) Code;



4. Information regarding whether or not your company utilizes a certified cost accounting system



6. Information which the contractor considers Bid and Proposal Information or Proprietary Information pursuant to existing laws and regulations must be marked accordingly (see FAR 3.104-1(3) and (4)).



Statements of Capabilities are limited to 20 pages and will be evaluated by VA representatives as part of the Governments market research to assist in developing the appropriate acquisition approaches to contractually satisfy the anticipated requirements.
