The response date has been extended to 4:30 PM MT Wednesday, February 26, 2014, to incorporate the maintenance cycle that will be run on February 24. Vendors are encouraged to submit their responses immediately and not wait until the last day in case of further VIPR issues.

A Maintenance Cycle implements changes concurrent with the VIPR 6.1 Release to the following: E05 Exhibit D - DOL Wage Determination, B02 - Pricing and Estimated Quantity (CR0174), B03 - Basis of Award (CR0174), B04 - Summary (CR0174), C01 - Terms and Conditions (CR0173), D06 - Ordering (CR0168 and CR0174), E00 - Representations and Certifications (CR0174), and D21 - Payments (for Portable Toilets only, CR0168). This amendment extends the response date for this solicitation to Wednesday, February 19, 2014 at 4:30 PM MT. Sometime during the week of January 13, VIPR 6.1 will be istalled making the VIPR system unavailable for an estimated day and a half. A current problem that will be fixed in this update is that when a vendor responds "Yes" to a yes/no question, the Yes shows up in the VIPR application, but the quote and any printed document shows it as "No."



In addition, a new wage determination will be incorporated in this install. Although none of the wage rates changed, the health and welfare benefit rate increased slightly. It is currently $3.71/hr, $148.40/wk, $643.07/mo and will increase to $3.81/hr, $152.40/wk, $660.40/mo.



If you have already submitted a quote and don't feel the need to change it, you do not need to re-submit it. If you have not yet submitted your quote, you might want to wait until VIPR 6.1 has been installed so you are looking at the most current version of the solicitation.

Part D.16 Pre-Season Inspections is changed to read as follows: Although Pre-award Inspections will not be done in the Southwest Region, the government may conduct pre-season inspections near the beginning of fire season at the vendors' places of business to verify that resources meet equipment requirements. Resources that do not pass inspection may be suspended and removed from the DPL.

This is a re-issue of cancelled solicitation AG-8371-S-14-7002 which did not show the HubZone and SDVOSB setasides on the SF1449.

The USDA Forest Service, Southwestern Region (Region 3), is soliciting quotes (RFQ) for Heavy Equipment (dozers, excavators, and transports) for use on a local, Regional, and Nationwide basis. Proposed rates shall include, but are not limited to, labor (as required), equipment, operating supplies, materials, State and Federal taxes (including workers compensation costs), insurance coverage, transportation costs, overhead, and profit, and any costs/fees necessary to ensure equipment/operators/crews meet(s) the specified standards. As required by the agreement, any costs associated with a contractor provided support truck for fuel, maintenance, and operator transportation; delivery/setup/takedown, mobilization/demobilization, power generation, and a Contractors representative attendance at the operational period briefings should also be included. The resources may be used in the protection of lands, to include but not be limited to, severity, fire suppression and all-hazard incidents.



The Agreements will be competitively awarded within Region 3. The Government anticipates awarding multiple Incident Blanket Purchase Agreements (I-BPA) using set asides for HubZone small businesses, Service Disabled Veteran-Owned small businesses (SDVOSB),and all other Small Businesses under NAICS 115310. The Small Business size standard is $17.5 million.

1) Vendors must have a valid e-mail.



2) Vendors must have a valid DUNS Number which can be requested from Dun and Bradstreet on the web at https://iupdate.dnb.com/iUpdate/companylookup.htm.



3) Register in the System for Award Management (SAM) at https://www.sam.gov/. IMPORTANT: Your account being active in SAM is directly related to your being able to receive payment for any orders received. If you do not update the Entity Management information at least once every 365 days, the registration becomes inactive.



4) Vendors are required to have a USDA Level 2 eAuthentication account that provides the ability to conduct official electronic business transactions. Information for obtaining a Level 2 eAuthentication account is available on the web at http://www.fs.fed.us/business/incident/eauth.php



5) Vendors must use the VIPR Vendor Application to view and respond to the solicitation. Vendors must register in this app on the web at http://www.fs.fed.us/business/incident/vendorapp.php. To ensure payment after responding to an order, the vendors primary company name must be the IRS approved TAX PAYER NAME" as listed in SAM, including punctuation, spacing conventions, and spelling. The second line in the VIPR vendor application allows for a name you are doing business as - listed as the DBA. You may list your Dun and Bradstreet legal business name or your dba name as stated in SAM. Both your Tax Payer Name and your DBA name will appear on the award document and the DPL.



The solicitation will be available electronically only and will be posted to the FedBizOpps at https://www.fbo.gov no later than December 17, 2013. Electronic responses must be submitted in the VIPR Vendor Application by 4:30 P.M. MST, January 29, 2014. NO PAPER COPIES WILL BE ISSUED AND NO TELEPHONE REQUESTS FOR THE SOLICITATION WILL BE ACCEPTED; this is an all electronic process.



6) A pre-quote meeting will be held via video teleconference (VTC) on Wednesday, January 8, 2014, from 1:00 pm-4:00 pm. Locations will be posted once they are determined.
