The 20th Contracting Squadron is soliciting a competitive 8(a) Design-Build for Head Quarters United States Air Force Central Command/9th Air Forces Building 1130 Shaw Air Force Base South Carolina.

The Contractor is required to provide all labor, material, equipment and transportation, to perform all operations necessary for the design and renovation of the approximately 88,955 SF four-story building, in strict accordance with the statement of work.  In addition, the Government shall provide a CONCEPTUAL DESIGN.  

The building includes offices, conference rooms, circulation spaces, latrines, lobby and related spaces. Built-in building systems include fire alarm/mass notification, fire suppression, energy management controls, telephone, advanced unclassified and classified communications networks, cable television, intrusion detection, closed circuit surveillance, electronic access control, and a Sensitive Compartmented Information Facility (SCIF) spaces. Minimum exterior site work is anticipated. Special construction includes sustainable construction features complying with Leadership in Energy and Environmental Design (LEED) "Silver", provisions for access for persons with disabilities, interior design and audiovisual services.  The renovations shall include several small additions to the existing building.   Some site work is required, as well as hazardous material removal and seismic upgrades to the existing structure.  The existing building consists of a basement level, one at grade level and one elevated level.  The project contains supporting mechanical, plumbing, fire protection, electrical and communications work.  The estimated contract magnitude for the acquisition is between $10,000,000 and $25,000,000.  IAW the SBA 8(a) bona fide office requirement and Section 8(a) (11) of the Small Business Act, we will require that contractors performing the work maintain a bona fide office and within the three state area of South Carolina, North Carolina, and Georgia. The applicable NAICS code for this acquisition is 236220.

All interested parties must register in the System for Award Management (SAM) as prescribed in DFARS 252.204-7004 Alternate A.  Access SAM at web link https://www.sam.gov.  Registration is mandatory prior to award. The estimated date for issue of the solicitation is on or about 20 June 2014. The Government shall not provide paper, email, or fax copies of the solicitation. Offeror can view and or downloading the solicitation via the Government Electronic Posting System (EPS) at www.fbo.gov. Offeror must register on the site in order to receive notification of changes to the solicitation. Offeror is responsible for monitoring the site for the release of the solicitation and any subsequent addendum(s).  Please submit any questions regarding the solicitation in writing at the site visit.
